COUNTY OF TARRANT
CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in a Special Session on this the 8th
day of September, 2017 in the City Council Chambers, Second Floor, 200 South Main
Street, with the following members present to-wit:
William D. Tate Mayor
Darlene Freed Mayor Pro Tem
Sharron Spencer Council Member
Duff O'Dell Council Member
Paul Slechta Council Member
constituting a quorum, with Council Members Mike Lease and Chris Coy absent, with the
following members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
John F. Boyle, Jr. City Attorney
Tara Brooks City Secretary
Greg Jordan Chief Financial Officer
CALL TO ORDER
Mayor Tate called the meeting to order at 11 :47 a.m.
Item 1 . City Council to conduct a public hearing to consider adoption of a tax increase
and take any necessary action.
In accordance with state law, this item is the second of two public hearings on the
proposed tax increase. The first public hearing was held on September 5, 2017. Because
the proposed tax rate ($0.289271) exceeds the effective tax rate ($0.270961), the law
requires that the City Council hold two public hearings on the proposal. City Council will
vote on the tax rate at 11 :45 a.m. on September 13, 2017 in the Council Chambers in City
Hall at 200 South Main Street, Grapevine, Texas.
Chief Financial Officer Greg Jordan reported there are no material increases in the
budget. Due to declining sales tax, this year's budget is a maintenance budget with a
decrease in expenditures of 0.2%.
No one spoke during the public hearing.
