COUNTY OF TARRANT
CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in a Special Session on this the 13th
day of September, 2017 in the City Council Chambers, Second Floor, 200 South Main
Street, with the following members present to-wit:
William D. Tate Mayor
Darlene Freed Mayor Pro Tem
Sharron Spencer Council Member
Mike Lease Council Member
Chris Coy Council Member
Duff O'Dell Council Member
Paul Slechta Council Member
constituting a quorum, with the following members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
Matthew C.G. Boyle Assistant City Attorney
Tara Brooks City Secretary
Greg Jordan Chief Financial Officer
CALL TO ORDER
Mayor Tate called the meeting to order at 11 :52 a.m.
Item 1 . Consider adoption of a tax increase and take any necessary action.
In accordance with state law, because the proposed tax rate ($0.289271) exceeds the
effective tax rate ($0.270961), City Council must hold two public hearings on the proposed
tax increase. The first public hearing was held on September 5, 2017 and the second
was held on September 8, 2017.
Chief Financial Officer Greg Jordan stated there were no changes to the tax rate from the
previous meetings.
Motion was made to approve the adoption of the tax increase.

Ayes: Tate, Freed, Spencer, Lease, Coy, O'Dell and Slechta
Nays: None
Vote: 7-0
Item 2. Consider Ordinance No. 2017-057 adopting the Fiscal Year 2017-2018 Budget
and take any necessary action.
Chief Financial Officer Jordan stated there were no changes to the budget from the
Workshop held on August 10, 2017 and the public hearing held on August 15, 2017 to
receive citizen input on the Fiscal Year 2017-2018 budget.
Motion was made to approve Ordinance No. 2017-057 adopting the Fiscal Year 2017-
2018 Budget.

ORDINANCE NO. 2017-057
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE
CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1 , 2017 AND ENDING
SEPTEMBER 30, 2018; PROVIDING FOR INTRA- AND
INTERDEPARTMENTAL FUND TRANSFERS; PROVIDING
FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN
EMERGENCY; AND PROVIDING AN EFFECTIVE DATE
Item 3. Consider Ordinance No. 2017-058 adopting the tax rate for Tax Year 2017 and
for Fiscal Year 2017-2018 and take any necessary action.
Chief Financial Officer Jordan reported there were no changes from the previous budget
meetings.
Motion was made to approve Ordinance No. 2017-058 adopting the tax rate for Tax Year
2017 and for Fiscal Year 2017-2018.

ORDINANCE NO. 2017-058
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, SETTING THE ANNUAL TAX RATE
FOR TAX YEAR 2017 LEVYING TAXES TO BE ASSESSED
ON ALL TAXABLE PROPERTY WITHIN THE LIMITS OF
THE CITY OF GRAPEVINE, TEXAS; PROVIDING
PENALTIES AND INTEREST FOR THE DELINQUENT

Motion was made to adjourn the meeting at 11 :54 a.m.
