SUBJECT: APPROVAL OF A RESOLUTION FOR THE SOLE SOURCE
PURCHASE OF AN OUTDOOR FITNESS COURT
RECOMMENDATION:
City Council to consider approval of a resolution for a sole source purchase of an outdoor
fitness court for The REC from National Fitness Campaign, LLC.
FUNDING SOURCE:
Funding for this purchase is available in account 121-48850-312-00-170010 Quality of Life
Fund in the amount not to exceed $75,000.00.
BACKGROUND:
At the January 9, 2017 Special City Council meeting, an outdoor studio/fitness court was
approved for the 2017 proposed capital budget. This project will add a new programming
area/opportunity to The REC of Grapevine. This will be a series of obstacles and various
equipment to engage the participant in a series of challenges while gaining the health
benefits associated with fitness. The course is designed for people of all ages and abilities.
Since The REC opened in April of 2015 it has attracted thousands of citizens for recreation,
education, and community engagement. The number of patrons using the fitness area and
attending fitness classes continues to grow. The outdoor trail around The REC, Library,
and Convention Center is already a popular amenity of the facility. The equipment being
proposed for the Challenge Course will provide additional options for fitness and wellness
in an outdoor setting. The equipment selected will also be appropriate for all ages and
abilities.
The procurement of outdoor fitness courts will be made as a sole source purchase from
National Fitness Campaign, LLC in accordance with Local Government Code Chapter
252, Subchapter B, § 252.022. General Exemptions (a) (7) (A).
Staff recommends approval.

RESOLUTION NO. 2017-074
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE A
SOLE SOURCE PURCHASE OF OUTDOOR FITNESS
COURTS FOR THE PARKS AND RECREATION
DEPARTMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase outdoor fitness
courts for the Parks and Recreation Department on a sole source basis; and
WHEREAS, The Parks and Recreation Department has a need for new fitness
courts at The REC of Grapevine; and
WHEREAS, National Fitness Campaign, LLC is the exclusive supplier of these
patented outdoor fitness courts; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of outdoor fitness courts from National Fitness Campaign, LLC for an
amount not to exceed $75,000.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said courts.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of September, 2017.
