HomeMy WebLinkAboutItem 07 - SH114 Landscape Phase III MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL q�L FROM: BRUNO RUMBELOW, CITY MANAGER I7' MEETING DATE: SEPTEMBER 19, 2017 SUBJECT: CONSIDER APPROVAL FOR THE AWARD OF RFB 457-2017 FOR SH114 LANDSCAPE ENHANCEMENTS PROJECT PHASE III, AUTHORIZE THE TRANSFER OF FUNDS AND ADOPTING THE APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval for the award of RFB 457-2017 to Central North Construction, LLC for the SH114 Landscape Enhancements Project Phase III, authorize the transfer of funds, and adopt the appropriation ordinance. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, $1,281,539.15 will be available in the Grants Fund. BACKGROUND: The City of Grapevine has received funding for Phase I, II, III & IV from the Federal Highway Administration (FHWA) and TxDOT Green Ribbon program. Phase I and Phase II of the Connector landscaping project are complete. The Parks and Recreation Director will be present at the meeting to review the work completed thus far and to update Council on the status of future phases to complete the overall plan previously reviewed with the City Council. Phase III is the section of SH 114 between William D. Tate Avenue and Ira E. Woods Avenue. This is one of the most prominent areas along the corridor. TxDOT will provide funding in the amount of$500,000. The total amount for this phase is $1,281,539.15. The remaining amount of $781,539.15 is included in the Quality of Life Fund. The Green Ribbon program provides no allowances for cost overruns; therefore, the City will cover any cost overruns that may arise. Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on August 4 and 11, 2016. It was also posted on the Texas Electronic State Business Daily. The bid was opened publicly on August 18, 2017 at 2 pm with six vendors submitting bids. Based on the evaluation by Purchasing, TxDOT and PARD staff, Central North Construction, LLC is the lowest responsible and responsive bid. The bid price seems to be fair and reasonable for this type of project. The bid tabulation is attached. Staff recommends approval. PI RC'I IASINI,(G1 IDH I INES,AND PROM'I IX)C'l[MINI S.IN('I.I(DING HI T I NO!I.IMI I PD I 0 THE PROJECT SPECIFICATIONS AND CONTRACT DDl'I IMFNTS I111.l'I I Y WILL NO I l!Y I III-Sl I('C'I•SSTI II.BIDDER I TON AWARD OF 111E('(INTRA('I AND,ACCORDING I(I LAW,AI.I.AIDS RTC I.NF.D WWI ISE AVAII.ADI I, I OR INSPI{'I ION A I I IIA I I IMF Page 1 of 1 ORDINANCE NO. 2017-059 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $781,539.15 IN THE QUALITY OF LIFE FUND AND TRANSFERRING $781,539.15 FROM THE QUALITY OF LIFE FUND TO THE GRANT FUND, AND APPROPRIATING $1,281,539.15 IN THE GRANT FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is making landscape improvements for State Highway 114; and WHEREAS, at their meeting on January 17, 2017, City Council approved Resolution No. 2017-005 approving a Local Advance Funding Agreement with the Texas Department of Transportation for the State Highway 114 Green Ribbon Project, Phase III; and WHEREAS, the Local Advance Funding Agreement provides for a reimbursable portion of$500,000.00; and WHEREAS, the City's portion of$781,539.15 will be appropriated from the Quality of Life Fund for Fiscal Year 2018; and WHEREAS, approval of this ordinance will make the total project funds available for State Highway 114, Phase III in the Grant Fund Account 113-48810-312-21-171002 (Tx DOT Green Ribbon Program) in the amount of$1,281,539.15; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby appropriates$781,539.15 in the Quality of Life Fund and transfers the amount from the Quality of Life Fund to the Grant Fund. Section 3. That the City Council hereby appropriates $1,281,539.15 in the Grant Fund for the total State Highway 114 Green Ribbon Project, Phase III. Section 4. That the fact that the present ordinance and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
