HomeMy WebLinkAbout1980-03-20STATE OF TEXAS �( COUNTY OF TARRANT CITY OF GRAPEVINE The Board of Zoning Adjustments met in Special Session on this the Council Chambers, 413 Main present to -wit: James Buckner Gerald Thompson Jesse Woods Jerry Spencer Charles Cox of the City of Grapevine, Texas the 20th day of March, 1980, in Street, with the following members Vice -Chairman Member Member Member Member constituting a quorum with Chairman A. J. Harper absent with Shirley Armstrong City Secretary Vice -Chairman James Buckner called the meeting to order. DEVIATION FROM AGENDA Mr. Buckner advised those in attendance that applicant, J. E. Fouse had requested permission to have his case heard first because his guest, Reverend J. C. Taylor had a second commitment at 7:30 P.M. Applicant W. D. Guest advised that he had no objections to being heard second on the Agenda. APPLICATION BZA 80-3, J. E. AND LILLIE FOUST The first order of business was for the Board of Zoning Adjustments to consider Application BZA 80-3 submitted by J. E. and Lillie Foust. Vice -Chairman Buckner administered the Oath of Truth to Mr. Taylor and Mr. Foust. He then explained that the applicants '4AAft-$19 were requesting a four eek variance in the fifteen foar side �j yard requirement. 0007` oT Mr. Foust then presented a formal set of construction plans and advised that only a two io4h variance would be needed. He ex- plained that it was the intent of his firm, Foust Funeral Home, to construct a funeral chapel on the south side of the existing facility with a carport extending south of the chapel. He noted that the variance would be required because of the carport construction Members of the Board expressed concern that a full set of con- structions plans were not submitted at the time the Building Per- mit was requested and the variance request application was accepted. It was also noted that the denied Building Permit was neither complete nor signed by a member of the Building Inspection Department. Upon review of the City Code, Sec. 7-502 (3), the Members questioned the need for a variance. The City Secretary discussed the question with City Engineer, Jim Baddaker by telephone. He advised that although he did not have his code book before him, it appeared that an error had been made and that a variance was not needed. There being little other discussion on the matter, Member Jesse Woods made a motion to the effect that no action be taken since none was necessary. The motion was seconded by Member Jerry Spencer and prevailed by the following vote: Ayes : Buckner, Thompson, Woods, Spencer and Cox Nays : None Absent : Harper BZA 80-2, W. D. GUEST The next matter to come before the Board was consideration of Application BZA 80-2 submitted by Mr. W. D. Guest. Vice -Chairman Buckner swore in the applicant, Mr. Guest, as well as interested citizens, Mr. & Mrs. Winfrey. He then explained that Mr. Guest, representing Guest Furniture Company, intended to build a storage building and showroom area on the northeast corner of Franklin and Jenkins. He added that the applicant was requesting a fifteen foot (15') variance in the required fifteen foot (15') rear yard setback and a variance of four parking spaces in the required twenty-two spaces in Mr. Guest's case. A lengthy discussion centered around location of utility easement, fire protection and traffic related problems. Mrs. Georgia Winfrey, property owner on the east side of the property in question stated that she was not opposed to the project, but was concerned about large trucks parking in front of her house while waiting to unload. Members of the Board expressed concern that additional information and suggestions were needed from the Building Inspection Department especially in the areas of maneuvering room needed for the parking spaces on Jenkins Street, traffic related problems near the load- ing dock, fire protection, width of Jenkins Street, and location of utility easements. In view of the numerous questions and concerns, Member Jerry Spencer made a motion to continue the hearing in regard to Mr. Guest's application on April 3, 1980. The motion was seconded by Member Charles Cox and prevailed by the following vote: Ayes : Buckner, Thompson, Woods, Spencer and Cox Nays : None Absent : Harper MINUTES The next order of business was consideration of the Minutes of March 6, 1980. Member Charles Cox made a motion to waive the reading of the Minutes and approve them as published. The motion was seconded by Member Jerry Spencer and prevailed by the following vote: Ayes Buckner, Thompson, Woods, Spencer, Cox Nays None Absent Harper ADJOURNMENT There being no further business to come before the Board, Member Jesse Woods made a motion to adjourn.
