City Secre ry Lem WALOJ QUI The Board of Zoning Adjustments of the City of Grapevine, Texas met in Regular Session on Thursday, the 2nd Day of DecTnen-ber, 1982, at 6 P.M. in the Council Chambers of City Hall, 413 Main Street, with the follow- ing persons present, to wit: Jams Buckner Jesse Woods Glenn Deavers Gerald Thompson Doug Lamb Chariman Vice Chairman Member Member Member constituting a quorum, with First Alternate Joel Stiner and Second Alternate Ricky Wright absent, with the following members of the City Staff, to wit: Tommy Hardy Joy Welch Building Official Secretary and as guests, members of the Planning and Zoning Commission of the City of Grapevine, present, to wit: Sharron Spencer Ron Cook Ann Glynn Klee Hawkins Chairman Vice Chaiman Member Member Vice Chairman Jesse Woods called the meting to order at 6 P.M. in the place of Chairman Buckner who arrived at the meting at approximately 6:15 P.M. Vice Chairman Woods stated the purpose and procedures of the public hearing to be conducted. Prior to the arrival of Mr. Stockett, Vice Chairman Woods, explained the request for variance stating that American Builders wished to have a front yard setback of twenty-five feet (25) rather than the required thirty foot (30') setback on property located at 1734 Chris Craft, and owned by Mr. Elmer Powell. The reason given for request for a variance was denial of a building permit. on the application a request for a variance, Mr. Stockett cited that the lot was too small for proper set back, and in his memo to the Board of Zoning Adjustments, Mr. Hardy stated that the Board had granted a similar request for on Chris Craft last month. The secretary stated that property owners had been notified and no correspondence had been received. There was some discussion from members present relative to comparing this request with BZA82-11. It was noted that BZA82-13 was for only five feet (5'), and the variance granted at the November meting was for twelve feet (12'). A 1 ft"'VWXOND Vice Chairman Woods administered the Oath of Truth to Mr. Fred Stockett of American Builders, the applicant for variance BZA82-13. Mr. Stockett explained that the building would be another one story log home similar to the home at 1816 Chris Craft. The dimensions of the home, he said, would be 63 feet wide and 35 feet deep, and lot dimensions were 115 feet long and 85 feet wide. Following a short discussion, Mr. Deavers made the motion to grant the variance as requested. It was duly seconded by Mr. Thomson and prevailed by the following vote: Ayes: Buckner, Woods, Laub, Thompson, and Deavers Nays: None Absent: Stiner and Wright V,ZA Minutes -12-2-U Page 2 J*J*X4JWMFAJ•ki , 1 �i]11 1 � 111iiiii 12111[iFl F11 Planning and Zoning Conrdssion 1khmbers Request :To Discuss the New and Old Zoning Ordinances Sharron Spencer, Chairman of the Planning and Zoning Commission, intro- duced herself and stated her purpose and interest in attending the BZA meting. She explained that the old zoning ordinance would be in use for quite some time as well as the new ordinance heretofore. She asked BZA members to respond with input as to how appropriate ordinance changes might possibly alleviate problems or help with mandatory decisions by BZA, and in what area such changes might be most needed. The concensus of BZA members was that most of their cases were a result of irregularly shaped lots such as those near cul-de-sac type arrangemnts in the new developments. The Board cited lots that were too mall as being the most common cause for a request for variance in older areas of the City. Mr. Buckner advised that the most difficult cases, in his opinion, to render decisions for were those regarding signs; therefore, possibly there could be an amendment in the area of the "C-2" District Sign Ordinance. Mr. Woods- added that one of the most difficult issues was defining just what the term hardship should man. It was agreed that the purpose of the BZA is to determine what cases warrant exceptions, and there would no way possible to eliminate such requests, though, as Mr. Buckner stated, there were prob- ably only one or two homes out of every 150 built needing a variance. In closing, Mrs. Spencer thanked the Board of Adjustments for their tim while offering Planning and zoning help if and whenever possible. The next item for consideration by the Board of Zoning Adjustmnts was the minutes of the November 4 meeting. Mr. Lamb made a motion to approve the minutes as written. Mr Deavers seconded the motion which prevailed by the following vote: Ayes: Buckner, Woods, Lamb, Tharrpson, and Deavers Nays: None Absent: Stiner and Wright ADJOURNMENT There being no further business to come before the Board, Mr. Thompson made a motion to adjourn the meting at approximately 7:15 P.M. Mr. Lamb seconded the motion which prevailed by the following vote: Ayes: Buckner, Woods, Lamb, Thompson and Deavers Nays® None Absent: Stiner and Wright PASSED AND APPROVED BY THE BOARD OF 0 ING ADJUS THE CITY OF GRAPEVINE, TEXAS ON THIS THE DAY OF 1982.
