The Board of Zoning Adjustment met on this the 4th day of
October, 1978 at 4:00 P.M. with the following persons
present:
Jesse Woods Vice-chairman
Jerry Spencer Member
Charles Cox Member
Tommy Zimmerer Member
Shirley Armstrong Secretary
constituting a quorum with James Buckner and A. J. Harper
absent.
CALL TO ORDER
The meeting was called to order by Vice -Chairman Jesse
Woods. I
MINUTES
The next order of business was consideration of the minutes
of August 30, 1978.
Member Jerry Spencer made a motion to waive the reading of
the minutes and approve them as printed. The motion was
seconded by Vice -Chairman Jesse Woods and prevailed by the
following vote:
Ayes: Woods, Spencer, Cox, and Zimmerer
Nays: None
Absent: Harper and Buckner
PROCEDURAL GUIDELINES
The next order of business was to consider adopting a set
of procedural guidelines for the Board of Zoning Adjustments.
The Board then reviewed the Zoning Board of Adjustment Guide-
lines from the Community Planning Manual Series Book 2 pro-
vided by North Central Texas Council of Governments. The
contents of the manual were reviewed, compared with city
ordinances, and then revised upon the advice of the City
Attorney.
After a lengthy discussion, Member Charles Cox made a motion
to adopt the Zoning Board of Adjustment Guidelines as modi-
fied by the Board and legal council, and to adopt Appendixes
A, B, and C, as guidelines. See Exhibit "A" attached hereto
and made a part hereof. The motion was seconded by Member
Jerry Spencer and prevailed by the following vote:
Ayes: Woods, Spencer, Cox, and Zimmerer
Nays: None
Absent: Harper and Buckner
APPLICATION FORM
The next order of business was for the Board of Zoning.Adjust-
ments to consider a new application form to request a hearing

before the Board.
Board Members then reviewed a sample application form and
accompanying letter. Member Jerry Spencer made a motion
to approve the application form and to adopt the letter as
amended. See Exhibits "B & C" attached hereto and made a
part hereof. The motion was seconded by Member Tommy Zimmerer
and prevailed by the following vote:
Ayes: Woods, Spencer, Zimmerer and Cox
Nays: None
Absent: Harper and Buckner
C There being no further business to come before the Board,
Member Jerry Spencer made a motion to adjourn. The motion
was seconded by Member Tommy Zimmerer, and all present voted
aye.
