The property contains LA 0.711 acres and has approximately 321 feet of Glade Rd frontage along South Main Street, 230 feet of frontage along Jenkins Street, and 147 feet of frontage along East Wall Street. REQUESTED ZONE CHANGE AND COMMENTS: The applicant is requesting a zone change to rezone approximately .711 acres from "HC" High Business District for the development of a multi-tenant office/retq LlbuildingL It is the applicant's intent to demolish the two structures existing on the subject site both which are one story in height, totaling approximately 10,000 square feet in size and construct a new, two story structure comprising a total of 39,601 square feet of leasable area. The applicant has appeared before the Historic Preservation Commission at a number of meetings during the past year with the final site layout and building elevations receiving approval at the Commission's January 23, 2013 meeting. 0AWLI1Z12-111.4 1 February 14,2613(12:04PM) EIII #2 & 25 as on the applicant's approximation of uses within the new structure (15,993 square feet of retail; 15,813 square feet of office; 7,795 square feet of restaurant) approximately 195 parking spaces will be required. Relative to the new building layout, there are 15 parking spaces proposed partially located on site on the eastern side of the building along Jenkins Street; there are five proposed parallel on-street spaces along the eastern side of Jenkins Street. The applicant intends to utilize the public parking lot at the northeast corner of Jenkins and all Street which contains 143 spaces. Along with another 109 off- site spaces within the immediate vicinity of the new structure, there are a total of 272 parking spaces available to serve the parking needs of the redeveloped site. PRESENT ZONING AND USE: The subject property is currently zoned "HC" Highway Commercial District and is developed with two, single to structures totaling approximately 10,000 square feet of multi-tenant lease space. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the surrounding property to the north, south, east, and west was zoned "C-2" Community Business prior to the 1984 City Rezoning. A small portion of property to west was also zoned "SP" Specific Use Permit. The property to the east (city parking lot) was rezoned to "GU" Governmental Use District at Council's June 23, 2008 meeting. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "HC" Highway Commercial District—retail sandwich shop (Cero's Hero's) SOUTH: "GU" Governmental Use District—city property (Turin log cabin) EAST: "GU" Governmental Use District—city parking lot WEST: "C BD" Central Business District and "HC" Highway Commercial District—multi-tenant retail uses AIRPORT IMPACT: A portion of the subject tracts are located within "Zone A"Zone of Minimal Effect as defined on the"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few activities will be affected by aircraft sounds in "Zone A"except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. Parking for this blended space will be provided with some existing on-site parking,but due to the limited size of the lot, the adjacent city parkin .lot will be necessary t o p rovide the majority of the required parking. The balance of the required parking will be provided by nearby parking spaces located within 300 feet of the project site. A break-out of the provided parking compared to the required parking is shown on the attached page entitled"Parking Worksheet.' Due to the blended usage of the buildings space,the heaviest anticipated parking needs would be at the dinner hour and the next heaviest time for parking would be at lunch. However,we have determined by previous experience With two prior and similar projects in Grapevine, that the small office user is out of the office between 40 to 50%of the time Monday through Friday between the hours of 9 a.rn to 5 p.m. which of course allows additional parking for the restaurant and retailers. After 5 p.m.,the resWurant parking needs will peak during the off-hours of office and retail use. Therefore, the majority of the parking needs will be distributed and balanced throughout the day by the mere fact that retail and office tenants tend to stay at their business during different hours than when food and beverage parking demands are the highest. With the combination of the planned on-site and off-site parking within 300 feet of the project,the developer feels the parking for this project is adequate to meet the demands of the tenants,customers and visitors to the site.
