With the following city staff present.- Matthew resent: Matthew Boyle City Attorney, City of Grapevine David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope called the meeting to order at 6 p.m. He welcomed all, recognizing and thanking all attending for their commitment and service. He announced the upcoming 11th Annual Candlelight Tour of Homes presented by the Grapevine Heritage Foundation on Saturday, November 4, 2017. CITIZEN COMMENTS There were no citizen comments. Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA17-103 for the property located at 312 Ruth Street, legally described as Block 6, Lot 4, D.E. Box Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA17-103 was submitted on September 27, 2017 by the applicant Scott Buchanan of Buchanan Design Studio for renovation and the construction of one-story additions to the rear of the existing brick house to update and meet the needs of family. The house is a contributing resource in the D. E. Box Addition Historic District. It was constructed in a contemporary ranch style for the Carey G. Lavender family in 1968. The proposed additions would be constructed on the west side of the house to include a master bedroom on the south rear of the house; and a mudroom, pantry and laundry room on the north rear of the house. The proposed plans for the new additions were developed following the 2013-23 Preservation Ordinance and the Design Guidelines established for the property. On the exterior of the new additions, No. 105 wood siding would be used for exterior wall cladding; with two new fixed glass windows in the family room on the west side of the house. The existing house contains 1,620 square feet of space including 1,171 square feet of living area and an attached 418 square feet two -car garage. The proposed additions would contain 370 square feet of climate controlled living area. A portion of the attached garage would be converted to living space to expand the size of the kitchen and dining October 25, 2017 HPC\Minutes\2017 2 HPC 10.25.17 nook. Total square feet of the house proposed would be 1,964 square feet, within the maximum allowed 3,400 square feet. The existing covered front porch of 31 square is not included per ordinance in the 3,400 square feet maximum. The property lot size is 11,775 square feet with proposed building coverage of 17.6% (maximum of 40%). RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA17-103 for the property located at 312 Ruth Street, legally described as Block 6, Lot 4, D. E. Box Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: to renovate the existing house and construct one-story additions to the rear of the existing house as per the attached plans; with the conditions all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Chairman Shope called on the homeowner applicant, Deanna Goertz, to speak; Ms. Goertz declined. Commissioner Margaret Telford questioned the proposed work converting a three bedroom home into a two bedroom home. The applicants were aware and agreeable in converting the home to a two bedroom house. Margaret Telford made the motion to close the public hearing for #CA17-103; Eric Gilliland seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson, Cox, Gilliland, Telford, Voelker and Ware) Nays: 0 Absent: (None) Margaret Telford made the motion to approve #CA17-103 with the conditions as presented; Ashley Anderson seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson, Cox, Gilliland, Telford, Voelker and Ware) Nays: 0 Absent: (None) Chairman Shope welcomed Ms. Goertz, from Keller, to Grapevine. October 25, 2017 HPC\Minutes\2017 3 HPC 10.25.17 MINUTES Chuck Voelker made the motion to approve the minutes of the August 23, 2017 meeting as reported; Vick Cox seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson, Cox, Gilliland, Telford, Voelker and Ware) Nays: 0 Absent: (None) ADJOURNMENT Vick Cox made the motion to adjourn the meeting.
