ADJOURNMENT IN ACCORDANCE WITH ARTICLE 6252-17, V.A.T.C.S., AS AMENDED BY CHAPTER 227, ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, THE BOARD OF ZONING ADJUSTMENT REGULAR MEETING AGENDA WAS PREPARED AND POSTED ON THIS THE 26TH DAY OF FEBRUARY, 1993 AT 5:00 P.M. COMMUNITY DEVELOPMENT DIRECTOR STATE OF TEXAS COUNTY OFTARRANT CITY OF GRAPEVINE The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular session, Monday evening, March 1, 1993, at 6:00 P.M., in the Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Charles Giffin Chairman Patti Bass Vice -Chairman Ery Meyer Member Chris Coy Member Al Zimmerman 2nd Alternate constituting a quorum with Secretary Randy Howell and 1st Alternate Ron Williams absent. Also absent was Council Representative, Gil Traverse. The following City Staff was present: Greg Wheeler Building Official Gerrie Anderson Administrative Secretary Chairman Charles Giffin called the meeting to order at 6:05 P.M. NEW BUSINESS BZA93-03 DAVID ROYALL The first item of new business for the Board of Zoning Adjustment to consider was BZA93-03, submitted by David Royall who is requesting variances for his residence located at 1028 Meadowbrook, Lot 6, Block E, Brookhollow Estates. Mr. Royall submitted an application to enlarge his current dwelling, to allow for an additional bedroom and a larger living area by using space gained from enclosing his two car garage. Mr. Royall is requesting the following variances from Grapevine Comprehensive Zoning Ordinance 82-73: Section 15.G.1., "R-7.5", Single Family District Regulations which requires a 30 foot front yard building setback, to allow the existing house a 6 foot variance to encroach 11 the 30 foot front yard to allow an enclosed garage with bay windows as shown on the plot plan; Section 15.G.3., "R-7.5", Single Family District Regulations which requires a six foot side yard building setback, to allow a garage workshop structure to be located on the side property line on the west, encroaching the six foot side yard setback as shown on the plot plan; Section 42.C.3., Supplementary District Regulations which requires a distance of 10 feet between the principal structure and any accessory building to allow a garage workshop structure to be located in the rear yard within 3 1/2 feet of the principal structure. Mr. David Royall, applicant, took the Oath of Truth and explained to the Board why he is seeking the variances in order to update his home. Mr. Royall explained that he has lived in his home since 1979 and his family was very fond of the neighborhood and their neighbors. Mr. Royall further explained that his family had outgrown their home and this was the best proposal he could come up with to enlarge the living space. Mrs. Hazel Thornhill of 1023 Meadowbrook, Grapevine, Texas, took the Oath of Truth. Mrs. Thornhill explained that she lived across the street from the Royalls and feels that any improvement to the structure would be welcome. Mrs. Thornhill also explained that the Royalls were good friends and neighbors and would not want them to move. Sara Carter of 1022 Meadowbrool<, Grapevine, Texas, took the Oath of Truth and announced her approval of the requests. Greg Wheeler explained that four letters of approval had been received. With no one else to speak either for or against the request, Patti Bass made a motion to close the public hearing. Chris Coy seconded the motion which prevailed by the following vote: Ayes: Giffin, Bass, Meyer, Coy, Zimmerman Nays: None Absent: Howell, Williams After further discussion, Patti Bass made a motion that a special condition did exist and the special condition being the utility easement in the back of the lot precludes extending farther to add living space to the house, and as a result, variances are needed. Chris Coy seconded the motion which prevailed by the following vote: I Ayes: Giffin, Bass, Meyer, Coy, Zimmerman Nays: None Absent: Howell, Williams Patti Bass then made a motion to grant the following variances to Grapevine Comprehensive Zoning Ordinance 82-73: Section 15.G.1., "R-7.5", Single Family District Regulations which requires a 30 foot front yard building setback, to allow the existing house a six foot variance to encroach the 30 foot front yard to allow an enclosed garage with bay windows as shown on the plot plan. A 24 foot front yard setback will be allowed. Section 15.G.3., "R-7.5", Single Family District Regulations which requires a 6 foot side yard building setback, to allow a garage workshop structure to be located on the side property line on the west encroaching the six foot side yard setback as shown on the plot plan. A 0 foot setback from the western property line will be allowed. Section 42.C.3., Supplementary District Regulations which requires a distance of 10 feet between the principal structure and any accessory building as shown on the plot plan, to allow a garage workshop structure to be located in the rear yard within 3 1/2 feet of the principal structure. A reduction of 6 1/2 feet of the required 10 foot distance requirement will be allowed. Chris Coy seconded the motion which prevailed by the following vote: Ayes: Giffin, Bass, Meyer, Coy, Zimmerman Nays: None Absent: Howell, Williams Greg Wheeler explained that the next item on the agenda BZA93-04, submitted by Sheila Almon, is being postponed until the April, 1993, meeting. MINUTES Next, the Board of Zoning Adjustment considered the minutes of the January 4, 1993, meeting. Patti Bass made a motion to approve the minutes of the January 4, 1993, meeting. Ery Meyer seconded the motion which prevailed by the following vote: Ayes: Giffin, Bass, Meyer, Coy, Zimmerman Nays: None Absent: Howell, Williams 3 With no further discussion, Chris Coy made a motion to adjourn the meeting.
