ACTS THE 1993 TEXAS LEGISLATURE,a• OF • ADJUSTMENT BRIEFING• AGENDA WAS PREPARED AND POSTED ON THIS THE 24th DAY OF OCTOBER, 2003, AT 5: •WILLIAMS STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday evening, November 3, 2003, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the following members present to wit: Carl Hecht Dennis Luers Ron Cook Jim Kelso Debbie Holt Richard Adams Chairman Vice -Chairman Secretary Member Alternate Alternate constituting a quorum with Member Kip Bruner absent. Also present were City Council Representative Roy Stewart and the following City Staff: Scott Williams Building Official Ron Stombaugh Planner 11 Gerrie Bewley Development Services Assistant 1071-11 M 0 �•� • Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to order at approximately 6:15 P.M. ROLL CALL Chairman Hecht held roll call and announced that all were present except for Member Kip Bruner. NEW BUSINESS BRIEFING SESSION Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to be heard in the regular public hearing. Mr. Williams announced that Wal -mart and Sam's were open, Sears appliance outlet would be opening soon at Grapevine Mills Mall, and Gaylord's sales staff would be locating to offices in the mezzanine area of the convention center at Opryland. He said that the trailers at the front entrance of the Opryland site would be moved soon. Mr. Williams also mentioned that he should soon be receiving the plans for the aquarium to be located by the Grapevine Mills Mall. WERRUMMUM With no further discussion, Dennis Luers made a motion to adjourn. Chairman Hecht held roll call and announced that Member Kip Bruner was absent. NEW BUSINESS BOARD OF ZONING ADJUSTMENT CASE BZA03-16 LESTER NOKES GRAPEVINE CONGREGATION OF JEHOVAH'S WITNESSES 3408 HALL - JOHNSON ROAD The first item was for the Board of Zoning Adjustment to consider BZA03-16, submitted by Lester Nokes, representing the Grapevine Congregation of Jehovah's Witnesses for property located at 3408 Hall Johnson Road, platted as Lot 1, Block 1, English Grapevine Congregation of Jehovah's Witnesses. The following request was from Grapevine Comprehensive Zoning Ordinance 82-73: Section 151.5, "R-20" Single Family District Regulations, Density Requirements, Board of Zoning Adjustment 11/03/2003 requires that the combined area occupied by all buildings, structures, off-street parking and paved areas shall not exceed sixty percent of the lot area. The applicant was seeking a variance of approximately 7.5 percent to this requirement and if approved by the Board would allow an expansion of the impervious area for an existing church to 67.5 percent of the total lot area. Mr. Stombaugh explained that Staff found that there was a special condition for the requested variance, specifically, the subject site was occupied by a church with parking for church related activities occurring primarily on substandard and unimproved surfaces. He explained that expansion of the impervious area would allow the applicant to more efficiently utilize the parking area in order to provide adequate parking for the church membership and allow improvement to the property. Jerry Loban of 917 Meadowbrook Drive, Grapevine, engineer for the project, took The Oath of Truth and explained that the parking on the site had been unimproved for a long time and was causing drainage problems. He explained that the proposed redesigned parking lot would solve the drainage problems and would improve the appearance of the property. He noted that all other requirements of the zoning ordinance were being met. Chairman Hecht announced that no property owner response letters had been received. With no one else to speak regarding the request, Dennis Luers made a motion to close the public hearing. Jim Kelso seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Kelso, Holt Nays: None Absent: Bruner Dennis Luers made a motion that there was a special condition, specifically the subject site was occupied by a church with parking for church related activities occurring primarily on substandard and unimproved surfaces. Ron Cook made a motion to accept, as corrected, the minutes of the October 6, 2003, Workshop. Dennis Luers seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Kelso, Holt, Adams Nays: None Absent: Bruner Next, Ron Cook made a motion to accept the minutes of the October 6, 2003, Briefing Session. Jim Kelso seconded the motion which prevailed by the following vote: Ayes: Hecht, Luers, Cook, Kelso, Holt, Adams Nays: None Absent: Bruner Next, Ron Cook made a motion to accept the minutes of the October 6, 2003, Public Hearing.
