HomeMy WebLinkAboutItem 06 - CU17-22 Angel's Attic MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 21, 2017 SUBJECT: CONDITIONAL USE REQUEST CU17-22 (SECOND READING) ANGEL'S ATTIC RECOMMENDATION: Staff recommends the City Council approve Conditional Use Application CU17-22 on the second reading of an ordinance, and take any other action necessary. BACKGROUND: Conditional Use Request CU17-22 was submitted by Robert Pruett and approved on the first reading of an ordinance by Council at the October 17, 2017 meeting. The request was to allow retail sales of second hand goods in an enclosed building where the size of the space exceeds 3,000 square feet and a 20-foot pole sign. The applicant's intent is to occupy a 10,943 square foot lease space within an existing multi-tenant structure for retail sales of secondhand goods. The proposed hours of operation are 10:00 a.m. - 6:00 p.m. Tuesday-Saturday. An after-hours drop box is proposed at the rear along the east side of the building and will be manned Tuesday- Saturday 10:00 a.m. — 6:00 p.m. Total required parking for the shopping center is 343 parking spaces; 343 parking spaces are provided. The required parking for the proposed use is 44 parking spaces. The applicant also intends to remove an existing non-conforming pole sign from the subject site and replace it with a multi-tenant pole sign 20-feet in height and 108-square feet in size. Additional site improvements proposed include removal of existing asphalt adjacent to William D. Tate Avenue and replacing it with approximately 2,800 square feet of open space in the form of ground cover. The applicant sought approval of a special exception by the Board of Zoning Adjustment relative to open space, impervious coverage, front, rear and side yard setback and landscaping requirements. The Board of Zoning Adjustment approved the special exception request at their November 6, 2017 meeting. /at 1 1 \ ------- 6R 3.6978 @ .......,,,,, i : r-- -- i - ......._ 13R2 6.35 @ - i i AiAt_ OW i I '9'erw 0,It'CO\CtIAP° L- ifOjn f i r--_____04, lG 601.2G , \. _ : : c,,,,G 1 ----, ottv- i 11K 1.3345 ----. __j -----_,, ,----_, / i . ---....._ :1 15R ---------r1-410 -----; 1 3.1711 @ i 2R )-----..--..--- "c...• IGV, 1i G0 ,1 .8661 @ / I /41;10 '4 1 i i i --•-- i ' 11 1°1) III k k I A OS 1 _ ________ ......________ . i y ist2"e 12R1 i -----„, L / i 3.9199 @ i / I I i 7' / • 3R i ...., / 4R1 •• / 2.3028@ ,1/44. ../ / 8.7847 @ / . , .st -• ,...Z' ,./.., ./1 ,. •,.. ,' E , . . . . , .. ! . ....................... .......... .................... , / . 2... . :. • / 1 .. 6M.Z@ • ,,,-' I 1-- , ., . , ............................................................................................................................. • / , Pt• itst 4 . ... . .06,:::::.................:............!...............:............:,..:............. - ,./ NO . 10- •Ot. . ., • 0 ---.... . , .,.. .. „it ......n2.4„7., ... ._, .. .... ., . . . . 3R . iT...ILPAY.4. „. ,--'. .. , •, ••• *'--,_ 1.192 @ A. , . , ":: , ...............................-............ ,.• ... . . . . , G• , , , . 51R2 / •::::::.................::::::: ,,,,, 13. _I ...., ,. , . 5 . 2.• 1 @ ,,' ................... ................ , 1.0691 @ .„." / •"—"' , ,• ?°0\10 .•,, -.. :„. 5R .:. / .'' ser• os 1 , .„. ,./ ,". ....,. . ..,,, „...... .689 @ .._ . , . . ./ . . , 3R1 • • .. 2.329 @ , '. : ••, ' „,..,..
