HomeMy WebLinkAboutItem 08 - McPherson Farm House MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER V- MEETING DATE: DECEMBER 19, 2017 SUBJECT: DECLARE PROPERTY AND HOUSE AT 420 EAST COLLEGE STREET AS SURPLUS PROPERTY RECOMMENDATION: City Council consider adopting a resolution to declare the property at 420 East College Street, along with all improvements, as surplus property, authorize the sale of said property, and take any necessary action. BACKGROUND: In 1999, the Grapevine Township Revitalization Program (GTRP) purchased property at 200 S. Dooley Street. That property was divided into three lots in order to facilitate the relocation of historic homes into the historic district. In May 2017, the GTRP moved the historic 1886 McPherson Farmhouse from Park Boulevard to 420 East College Street for the purposes of revitalizing the City's historic district. The GTRP has made necessary repairs to the exterior and interior of the house to prepare it for sale. The Grapevine Historic Preservation Commission has designated the property a Historic Landmark Subdistrict which will ensure the appropriate rehabilitation and restoration of the house into a private home. Staff recommends that the Council authorize the sale of the property in accordance with Texas law. The sale will be conducted through a sealed bid process with a minimum bid set at $365,000. This minimum is based on current land value in the historic district and all costs associated with moving and stabilizing the home to date. An appraisal is currently underway and will be provided to Council along with a high bid that meets all requirements. The entire tract of 1.19 acres was originally purchased for $310,000. The lot where the McPherson house is located represents approximately 11,000 square feet of the original 1.19 acres. Staff recommends approval. RESOLUTION NO. 2017-105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS DECLARING CERTAIN PROPERTY SURPLUS AND/OR SALVAGE; PROVIDING FOR THE AUTHORIZATION OF THE SALE OF SAID PROPERTY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, it has been determined that the City of Grapevine is in possession of property conveyed by Warranty Deed, Exhibit "A"; and WHERAS, declaring surplus and disposing of this property, more specifically described as 420 East College Street, also identified as Lot 2R1, Block 23, Original Town Of Grapevine in the William Dooley Survey, City of Grapevine, Tarrant County, Texas, is in the best interest of the health and welfare of the general public; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the property conveyed to the City by Warranty Deed, Exhibit "A" more specifically described as 420 East College Street, also identified as Lot 2R1, Block 23, Original Town Of Grapevine in the William Dooley Survey, City of Grapevine, attached hereto, along with all improvements thereon, and made a part hereof is hereby declared surplus. Section 3. That the City Manager of the City of Grapevine, Texas or his designee, is hereby authorized to conduct the sale of said property. Section 4.
