HomeMy WebLinkAboutItem 13 - WWTP UV Disinfection Improvement Project MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER i� MEETING DATE: DECEMBER 19, 2017 SUBJECT: APPROVAL OF A CONTRACT FOR ENGINEERING SERVICES WWTP UV DISINFECTION IMPROVEMENT PROJECT AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider: • Awarding an Engineering Services Contract with Parkhill, Smith & Cooper, Inc. in the amount of $120,000 for engineering services related to the design and construction of the ultraviolet light disinfection improvement project at the Wastewater Treatment Plant; • Ratify a previous staff approved contract with Parkhill, Smith & Cooper, Inc. in the amount of$14,950; • Adopting an ordinance amending the FY 18 Capital Budget in an amount of $134,950 for the design services, construction funding and contingency for the ultraviolet light disinfection project; and • Authorizing staff to execute said contract and take any necessary action. FUNDING SOURCE: Upon approval of the appropriation ordinance, funds will be available in the Utility Enterprise Capital Fund. BACKGROUND: The purpose of this contract is to establish engineering services related to the design, selection, and replacement of the WWTP Ultraviolet Light (UV) disinfection system as well as needed structural repairs to the existing plant associated with the UV system. The UV disinfection system is the last treatment stage of the WWTP and is vital for treating effluent water from the plant. The existing disinfection system was installed in 1997, and is at the end of its useful life. The project schedule includes four months for design and six months for construction. Estimated construction cost is $760,000, which will be allocated from utility funds on hand at the time the bid is brought back to Council in mid-2018. Staff has selected Parkhill, Smith & Cooper, Inc. due to their experience with this type of project and their work on previous projects. Staff recommends approval. ORDINANCE NO. 2017-089 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL IMPROVEMENTS BUDGET FOR THE FISCAL YEAR ENDING IN 2018; APPROPRIATING FUNDS FROM THE UTILITY FUND BALANCE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine desires to install an ultraviolet light disinfection system at the wastewater treatment plant; and WHEREAS, funding for the design phase services for the ultraviolet light disinfection system improvements is not currently included in the Fiscal Year 2017-2018 Capital Improvements Plan Budget; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an amount of$134,950.00 be appropriated in the Utility Enterprise Capital Fund for design services associated with installation of an ultraviolet light disinfection system at the wastewater treatment plant. Section 3. That a copy of the revised Fiscal Year 2017-2018 Capital Improvements Plan Budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection,word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
