HomeMy WebLinkAboutItem 23 - City Council Chamber Windows MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 6, 2018 SUBJECT: APPROVAL OF A RESOLUTION FOR THE EMERGENCY PURCHASE AND INSTALLATION OF WINDOWS AT THE CITY COUNCIL CHAMBER RECOMMENDATION: City Council consider adopting a resolution authorizing and ratifying the emergency purchase and installation of windows in the City Council Chambers from Leeds Clark, Inc. FUNDING SOURCE: Funding for this purchase is available in account 174-74004-118-012 (Roof Program) for an estimated amount of $77,471.00. BACKGROUND: This purchase is for the replacement of the three Council Chamber radius windows. The window jambs, and associated trim, as well as the sashes will be replaced due to deterioration from weather and time. Contractor will remove all windows and put in temporary plywood covering to close the openings while the windows are repaired. The original windows will be taken to the contractors shop for replication and utilization of existing glass, if possible. An emergency purchase order was issued to Leeds Clark, Inc. for City Council Chamber window repair and installation in order to prevent further damage and remove the windows during the three week break between City Council meetings in January. Staff recommends approval. CH/LW RESOLUTION NO. 2018-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGERS' DESIGNEE TO APPROVE AND RATIFY THE EMERGENCY PURCHASE AND INSTALLATION OF WINDOWS IN THE CITY COUNCIL CHAMBERS THAT WAS MADE ON DECEMBER 5, 2017 AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code Chapter 252.022. General Exemptions (a) (2) for the purchase and installation of windows at the City Council chambers as an emergency purchase; and WHEREAS, the emergency purchase and installation for windows at the City Council chambers was needed as soon as possible; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes and ratifies the emergency purchase and installation for windows in the City Council chambers from Leeds Clark, Inc. that was made on December 5, 2017 in the estimated amount of $77,471. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate and ratify the emergency purchase of said windows and installation. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of February, 2018.
