SUBJECT: AWARD OF THE OAK GROVE PARK SOFTBALL
RENOVATIONS AND APPROPRIATION ORDINANCE
RECOMMENDATION
City Council to consider approval of an agreement with DENCO Construction Specialists
for Oak Grove Park Softball Renovations.
FUNDING SOURCE
Upon approval of the attached appropriation ordinance, funding for this purchase will be
available in account 121-48840-312-000-170003 (Buildings) and 121-48850-312-000-
170003 (Capital Improvements Other than Buildings) for the amount not to exceed
$6,773,876.
BACKGROUND INFORMATION
This project will add a fourth field to the Oak Grove Softball Complex, completely renovate
current fields, remove and replace the existing parking lot, upgrade the concession stand
area and restroom facility to meet current ADA standards. Youth and adult softball along
with kickball continue to grow in participation numbers and the existing facility and
amenities have become outdated. The design intent will be to mirror the Oak Grove
Ballfield Complex renovation from 2009.
On November 29, 2017, the Purchasing Department utilized the City's e-Bid system for
an RFB for the Oak Grove Park Softball Renovations. A total of 1077 firms were notified
with 22 firms viewing the RFB. The pre-bid was held on December 8 with nine general
contractors in attendance. After consulting with several contractors, it was apparent that
an extension was needed for contractors and subcontractors to provide accurate pricing
for the project. As a result, the bid deadline was extended to January 9, 2018 in which
eight bids were received.
The evaluation team rated the eight firms with the following Best Value Bid Analysis
criteria based on; bid price, similar experience, work plan, technical qualifications, past
performance, and key personnel. Each team member independently rated all eight firms
with the criteria listed above. The scores were then combined to recommend the Best
Value Bid (see attached for all scores). DENCO with a score of 8.55 is the Best Value
Bid for Oak Grove Softball Complex.
Staff recommends approval.

ORDINANCE NO. 2018-011
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS APPROPRIATING $6,773,876 IN THE
QUALITY OF LIFE FUND FOR THE OAK GROVE PARK
SOFTBALL RENOVATION; DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City desires to appropriate funds for the renovation of the Oak
Grove Softball Park in Grapevine, Texas; and
WHEREAS, funding of$6,773,876 is available in the Quality of Life Fund; and
WHEREAS, constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are true and correct and are
incorporated herein by reference, as if copied in their entirety.
Section 2. That the City Council hereby approves the use of funds from the
Quality of Life Fund.
Section 3. That the City Council hereby appropriates $6,773,876 in the Quality
of Life Fund from available funds for the renovation of Oak Grove Softball Park.
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
Section 5. That this ordinance shall take effect immediately upon passage by
the City Council of the City of Grapevine, Texas.
