SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
SHADE STRUCTURES AND APPROPRIATION ORDINANCE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of shade structures from
Site Source, Inc.
FUNDING SOURCE:
Upon approval of the attached appropriation ordinance, funding for this purchase will be
available in account 121-48850-312-000-170003 (Improvements other than buildings) for
a total amount not to exceed $536,031 .
BACKGROUND:
This purchase is for shade trellis, roof structures, and columns for the Oak Grove Softball
Renovation Project. Along with the products needed for the project, this fee includes
shipping and handling, engineer stamps, and installation of the 29 structures to complete
this project.
This purchase will be made in accordance with an existing interlocal agreement with The
Local Government Purchasing Cooperative (BuyBoard) as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter 791 .
Bids were taken by the Cooperative and a contract was awarded to Site Source, Inc. The
Parks and Recreation and Purchasing staff reviewed the contract for departmental
specification compliance and pricing and determined that the contract would best meet the
needs of the City.
Staff recommends approval.

RESOLUTION NO. 2018-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
SHADE STRUCTURES THROUGH AN ESTABLISHED
INTERLOCAL AGREEMENT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into an interlocal agreement with
other qualified agencies in the State of Texas; and
WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a
qualified purchasing cooperative program as authorized by Texas Local Government
Code, Chapter 271 and Texas Government Code, Chapter 791; and
WHEREAS, the City of Grapevine, Texas has established an interlocal agreement
with The Local Government Purchasing Cooperative (BuyBoard) and wishes to utilize
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has an
established contract no. 512-16, Parks and Recreation Equipment and Field Lighting
Products and Installation with Site Source, Inc.; and
WHEREAS, the City of Grapevine, Texas has a need to purchase shade structures
for the Parks and Recreation department; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of shade structures from Site Source, Inc. through an interlocal agreement with
The Local Government Purchasing Cooperative (BuyBoard) for an amount not to exceed
$536,031.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said shade structures.
Section 4. That this resolution shall take effect from and after the date of its
passage.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS APPROPRIATING $536,031 IN THE
QUALITY OF LIFE FUND FOR THE PURCHASE OF SHADE
STRUCTURES IN OAK GROVE PARK DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City desires to appropriate funds for the purchase of shade
structures in Oak Grove Park in Grapevine, Texas; and
WHEREAS, funding of $536,031 is available in the Quality of Life Fund; and
WHEREAS, constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are true and correct and are
incorporated herein by reference, as if copied in their entirety.
Section 2. That the City Council hereby approves the use of funds from the
Quality of Life Fund.
Section 3. That the City Council hereby appropriates $536,031 in the Quality of
Life Fund from available funds for the purchase of shade structures in Oak Grove Park.
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
Section 5. That this ordinance shall take effect immediately upon passage by
the City Council of the City of Grapevine, Texas.
