HomeMy WebLinkAboutItem 11 - Prefab Restroom MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER' MEETING DATE: FEBRUARY 6, 2018 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A RESTROOM AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval of a resolution for the purchase of a prefab restroom for the Parks and Recreation Department from CXT Precast Products, Inc. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funding will be available for this purchase in account 121-48840-312-000-170003 (Buildings) for a total amount not to exceed $54,850.00. BACKGROUND: This purchase is for a prefabricated CXT Cortez restroom building with a chase. Features include textured walls, simulated cedar shake textured roof, vitreous china fixtures, interior and exterior lights. The restroom will match the existing restroom at Oak Grove Ballfield Complex. Price includes off-loading of the building and set up at site. This purchase is part of the Oak Grove Softball Complex Renovation Project. This purchase will be made in accordance with an existing interlocal agreement with National Joint Powers Alliance as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the Cooperative and a contract was awarded to CXT Precast Products, Inc. The Parks and Recreation and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends approval. CS/BS RESOLUTION NO. 2018-008 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A PRECAST RESTROOM FOR THE PARKS AND RECREATION DEPARTMENT THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies; and WHEREAS, the National Joint Powers Alliance is a qualified purchasing cooperative program as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has established an interlocal agreement with National Joint Powers Alliance and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, National Joint Powers Alliance has established a contract with CXT Precast Concrete Products, Inc. under contract no. 030117-CXT, Athletic and Recreational Surfaces, Playgrounds and Equipment; and WHEREAS, the City of Grapevine, Texas has a need to purchase a precast restroom for the Parks and Recreation department; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a precast restroom for the Parks and Recreation department from CXT Precast Concrete Products, Inc. through an interlocal agreement with National Joint Powers Alliance for an amount not to exceed $54,850. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said precast restroom. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of February, 2018. Tate Mayor ATTEST: Tara Brooks City Secretary APPROVED AS TO FORM: City Attorney Resolution No. 2018-008 2 ORDINANCE NO. 2018-013 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROPRIATING $54,850 IN THE QUALITY OF LIFE FUND FOR THE PURCHASE OF A PREFABRICATED RESTROOM FOR OAK GROVE PARK; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City desires to appropriate funds for the purchase of a prefabricated restroom for Oak Grove Park in Grapevine, Texas; and WHEREAS, funding of$54,850 is available in the Quality of Life Fund; and WHEREAS, constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Quality of Life Fund. Section 3. That the City Council hereby appropriates $54,850 in the Quality of Life Fund from available funds for the purchase of a prefabricated restroom for Oak Grove Park. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. Section 5. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
