HomeMy WebLinkAboutItem 22 - Abatement and Demo 3100 Timberline MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER lg- MEETING DATE: FEBRUARY 6, 2018 SUBJECT: APPROVAL FOR THE AWARD OF AN INFORMAL REQUEST FOR QUOTE FOR THE ABATEMENT AND DEMOLITION OF 3100 TIMBERLINE AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval for the award of an informal request for quote for the abatement and demolition of 3100 Timberline from Garrett Demolition, Inc. FUNDING SOURCE: Upon approval of the appropriation ordinance, funds for this purchase will be available in account 177-48840-210-003-170001-1 (Buildings Fire Station # 3) for an amount not to exceed $72,120. BACKGROUND: The City of Grapevine and Grapevine-Colleyville Independent School District jointly purchased a 2.78-acre lot at 3100 Timberline Drive adjacent to Timberline Elementary School. This lot and the school's contiguous lot will be amended to provide 1.66 acres for the new Fire Station #3 location and school lot, (+12 acres) modifying playground, onsite parking and drop off/pick up circulation. The 2.78-acre property has two 25+ year old buildings. Asbestos materials within the buildings will be abated prior to demolition. The interlocal agreement between the City and GCISD provides for an equal share of the platting, abatement, and demolition costs. The City will be reimbursed $36,060 by GCISD which is half of the total cost. Quotes were taken in accordance with City Purchasing Policy. Three vendors submitted quotations. Garrett Demolition, Inc. submitted the lowest responsive and responsible quote meeting specifications. Garrett Demolition, Inc. $72,120.00 1 Priority Services $74,230.00 T.E.C. Environmental $75,450.00 Staff recommends approval. ORDINANCE NO. 2018-017 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS APPROPRIATING $72,120 IN THE CAPITAL PROJECTS GENERAL FACILITIES FUND FOR THE ABATEMENT AND DEMOLITION OF 3100 TIMBERLINE FOR FIRE STATION 3 CONSTRUCTION; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City desires to appropriate funds for the abatement and demolition of 3100 Timberline for the construction of Fire Station 3 in Grapevine, Texas; and WHEREAS, funding of $72,120 is available in the Capital Projects General Facilities Fund; and WHEREAS, constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Capital Projects General Facilities Fund. Section 3. That the City Council hereby appropriates $72,120 in the Capital Projects General Facilities Fund for the abatement and demolition of 3100 Timberline for the construction of Fire Station 3. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. Section 5. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
