HomeMy WebLinkAboutItem 20 - State Highway 26 Improvements MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER by MEETING DATE: FEBRUARY 6, 2018 SUBJECT: TARRANT COUNTY INTERLOCAL AGREEMENT— SH 26 IMPROVEMENTS RECOMMENDATION: City Council to consider approving amended interlocal agreement with Tarrant County and take any necessary action. BACKGROUND: Tarrant County passed the 2006 Transportation Bond Program and committed funding to State Highway 26. Phase I of the State Highway 26 improvements was a segment of State Highway 26 from Pool Road east to State Highway 114. There was a $300,000 commitment from both the City of Grapevine and Tarrant County to cover any overruns that may have arisen. The cost overruns were to be split equally between Tarrant County and Grapevine. Phase I was completed without the need to access these funds. The City of Grapevine requested that the $300,000 from Tarrant County be reallocated to Phase II of the State Highway 26 improvements. Phase II was a segment from Pool Road to a point west of John McCain. The Tarrant County Commissioners Court approved the reallocation of $300,000 of County bond funds from Phase 1 to Phase 2 on December 1, 2015. The funding was to cover: • engineering, right-of-way purchase and construction of the right turn lane at northbound Pool Road and State Highway 26; • construction of the sidewalks along the south side of State Highway 26 extending west from Pool Road; • hike and bike trail along the north side of State Highway 26; and • painting of Big Bear Creek Bridge. While Grapevine paid the full cost of each change order with TxDOT ($210,404.27) during the construction process, Grapevine was refunded a majority of the costs ($105,196.48) by TXDOT due to overall cost savings experienced during the close out of the construction project. The proposed contract amendment will allow Tarrant County to reimburse the City $52,603.90 which is one half of the $105,207.79 in overruns associated with both completed projects.
