Chairman Joe Lipscomb explained that a public hearing relative to BBA18-02 for the consideration of possible amendments to the Chapter 7 of the Grapevine Code of Ordinances, Buildings and Construction, Article IV, Section 7-127 fences, relative to front yard requirements be forward to City Council. Kimberly Davis of 3218 Rolling Hills Lane, Grapevine, Texas, addressed the Board; she stated that the current fence ordinance worked mostly well since a lot of properties were in subdivisions, but that in her opinion, Grapevine needed to amend the ordinance to allow taller fences for larger lots. With no questions for Ms. Davis, David Little of 3299 W T Parr Road, Grapevine, Texas, addressed the Board; he gave a presentation to the Board and requested favorable consideration of his request and offered to answer any questions of the Board; With no questions for Mr. Little and no additional speakers, Jerrold Sklar made a motion to close the public hearing. Scott Williams re-addressed the Board, he stated that pillar heights had been discussed and inquired of the Board if they wanted to address pillar heights in their recommendation to Council. Discussion was held regarding pillars and arched formal entries to exceed four-feet (4'). The Board felt that additional masonry column heights should not be permitted due to possible visibility issues. Scott Williams stated that if the Board wanted to move forward with recommendations to Council that they make it part of their motion that an entry gate be setback a minimum of 20-feet off the property line since Public Works Traffic Department required vehicles to be off the street when pulling up to a gate.
