HomeMy WebLinkAboutItem 18 - Peach Elevated Storage Tank MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�� MEETING DATE: MARCH 20, 2018 SUBJECT: ENGINEERING DESIGN AND CONSTRUCTION SERVICES CONTRACT — PEACH ELEVATED STORAGE TANK AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider: • Adopting an ordinance appropriating $1,000,000 of released impact fees in the Utility Enterprise Capital Fund for the design, construction, and inspection of the Peach Elevated Storage Tank; • Awarding an Engineering Design and Construction Phase Services Contract to DeltaTek Engineering in the amount of$72,250 for the design and inspection; and • Authorizing staff to execute said contract, and take any necessary action. FUNDING SOURCE: Upon approval of the appropriation ordinance, funds will be available in the Utility Enterprise Capital Fund in account 201-48830-000-000-180098 Engineering& Design and 201-43360-000-000-180098 Maintenance, Repair and Supplies. BACKGROUND: The Peach Elevated Storage Tank was constructed in 2001 and has a tank storage capacity of 2,000,000 gallons. The tank, requires periodic painting and minor maintenance typically every 12-15 years. The tank has not been painted since its construction. Additional minor maintenance will be performed while the Peach Tower is out of service. As part of this design contract, DeltaTek Engineering will inspect and include required modifications to the tower that are necessary to meet various regulatory requirements and best practice improvements. DeltaTek Engineering is a company that specializes in design and construction services for ground and elevated water storage tanks. Staff has relied upon them to provide construction assessment, design and construction inspection services to the City since 2001. They have a thorough knowledge of our water storage network. Staff expects the design phase of this project to take four months from a Notice to Proceed with the total project cost not to exceed $1,000,000. Staff expects to bring a construction contract for Council consideration in the fall of 2018 so the tower is not out of service during high water demand months. Staff recommends approvaL ORDINANCE NO. 2018-025 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, APPROPRIATING $1,000,000 IN THE UTILITY ENTERPRISE CAPITAL FUND FOR THE PEACH ELEVATED STORAGE TANK REPAIR AND RENOVATIONS PROJECT; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Peach Elevated Storage Tank was constructed in 2001 and has a tank storage capacity of 2,000,000 gallons; WHEREAS, the tank requires periodic painting and minor maintenance typically every 12-15 years; and WHEREAS, the tank has not been painted since its construction; and WHEREAS, additional minor maintenance will be performed while the Peach Tower is out of service; and WHEREAS, Staff is recommending the design contract which will inspect and include required modifications to the tower that are necessary to meet various regulatory requirements and best practice improvements; and WHEREAS, the funding for this project will be appropriated from the released impact fees; and WHEREAS, approval of the ordinance will make the total project funds available for Peach Elevated Water Tank Repair and Renovations project in the Utility Enterprise Capital Fund in the amount of$1,000,000; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby appropriates $1,000,000 of released impact fees in the Utility Enterprise Capital Fund. Section 3. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
