SUBJECT: ENGINEERING DESIGN SERVICES CONTRACT — GABION
EROSION CONTROL STRUCTURE ON BIG BEAR CREEK AT
SANITARY SEWER AERIAL CROSSING AND
APPROPRIATION ORDINANCE
RECOMMENDATION:
City Council to consider:
• Adopting an ordinance appropriating $375,000 of released impact fees in the Utility
Enterprise Capital Fund for the design and construction of the Big Bear Creek
Sanitary Sewer Aerial Crossings;
• Awarding an Engineering Design Services Contract to GWC Engineering L.P. in
the amount of $43,330 for the design of a gabion erosion control structure on Big
Bear Creek; and
• Authorizing staff to execute said contract and take any necessary action.
FUNDING SOURCE:
Upon approval of the appropriation ordinance, funds will be available in the Utility
Enterprise Capital Fund in account 201-48830-000-000-180076 Engineering and Design
and 201-43360-00-000-180076 Sewer System Improvements.
BACKGROUND:
On June 19, 2017 staff discovered that a 33 year old aerial sanitary sewer crossing over
Big Bear Creek, north of Western Oaks Drive, had been washed away during an intense
rain event. An emergency was declared and the aerial crossing was repaired and put back
into service in August 2017 at a cost of $126,541 ratified by the City Council on July 18,
2017.
Staff is recommending the design and construction of a channel armoring project to control
erosion to protect the newly installed crossing.
GWC Engineering L.P. has performed this type of work for the City previously along
Denton Creek. Staff expects the design of this project to take three months from a notice
to proceed with the total project cost not to exceed $375,000.
Staff recommends approval.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROPRIATING $375,000 IN THE
UTILITY ENTERPRISE CAPITAL FUND FOR THE DESIGN
AND CONSTRUCTION OF THE EROSION CONTROL
STRUCTURE ON BIG BEAR CREEK AT THE SANITARY
SEWER AERIAL CROSSING; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, on June 19, 2017 staff discovered that a 33-year-old aerial sanitary
sewer crossing over Big Bear Creek, north of Western Oaks Drive, had been washed
away during an intense rain event; and
WHEREAS, an emergency was declared and the aerial crossing was repaired and
put back into service in August, 2017; and
WHEREAS, the cost of$126,541 was ratified by the City Council on July 18, 2017;
and
WHEREAS, the funding for this project will be appropriated from released impact
fees; and
WHEREAS, approval of this ordinance will make $375,000 total project funds
available for the erosion control structure on Big Bear Creek at the sanitary sewer aerial
crossing; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby appropriates $375,000 of released
impact fees in the Utility Enterprise Capital Fund.
Section 3. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
