The next meeting of the Grapevine Historic Preservation Commission will be held at 6:00 pm on May 23, 2018 in the Council Chambers 2nd Floor, Grapevine City Hall, 200 South Main Street, Grapevine, Texas 76051. In accordance with Texas Government Code, Chapter 551.001 et seq acts of the 1993 Texas Legislature, the Grapevine Historic Preservation Commission agenda was prepared and posted on the 19th day of April 2018 at 5:00 p.m. David Klempin Historic Preservation Officer /illiams r of Development Services/Building Official HPC 04.25.18 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas met in Public Hearing on Wednesday, April 25, 2018, at 6:00 p.m. in the Grapevine City Hall, 2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present to wit: Sean Shope Chairman Ashley Anderson Commissioner Vick Cox Commissioner Eric Gilliland Commissioner Margaret Telford Commissioner Chuck Voelker Commissioner Ted Ware Commissioner Jason Parker Commissioner Alternate Paul Slechta City Council Liaison The above commissioners constituted a quorum with no Commissioner(s) absent. With the following city staff present: Paula Newman Director of Operations, Grapevine Convention & Visitors Bureau Matthew Boyle City of Grapevine Attorney David Klempin Historic Preservation Officer Mary Bush Historic Preservation Secretary CALL TO ORDER AND WELCOME Chairman Sean Shope welcomed all, thanking Council Liaison Paul Slechta and City Attorney Matthew Boyle for their service to the Commission; and Grapevine Heritage Liaison Janet Perkins for her service in the last quarter and welcomed Balla Wright for the new quarter. He reminded all, the Tuesday May 1, 2018 City Council meeting would recognize the 2018 Preservation Advocacy Award recipients. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments, by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA18-34 for the property located at 808 East Wall Street, legally described as Block 2 Lot 1, D.E. Box Addition, Grapevine, Texas and take any necessary action. Commissioner Ted Ware recused himself by signed affidavit stating the applicant was a relative, his grandson. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA18-34 was submitted on March 12, 2018 by the applicant Phil Ware of Ware Brothers Construction for removal of an existing non -original two -car carport and construction of an attached two -car garage in the same location. The proposed plans for the new garage were developed by Austin Fleming of Yoohoostudio following the Historic Preservation Appendix G Ordinance 2013-23 and the Design Guidelines for #HL10-09, Ordinance 2011-58 in the D.E. Box Addition Historic District. The proposed new garage contains 440 square foot of space. Per the Preservation Ordinance, when a garage is attached to the house, it is considered living area. The total living area of the existing 2,700 square feet house and the 440 square foot garage addition totals 3,140 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The covered front porch is 67 square feet and the covered back terrace of 196 square feet are not to be included in the maximum living area square feet. The property lot size is 17,569 square feet and the building coverage would be 19.4% (maximum 40% lot coverage). Total building size of house with garage and covered porches is 3,404 square feet which is within the ordinance maximum of 4,100 square feet. Building height is 18'-0". April 25 HPC\Minutes\2018 2 HPC 04.25.18 RECOMMENDATION: Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA18-34 for the property located at 808 East Wall Street, to remove the non -original, existing two -car carport on the west side of the house; and to construct a new 440 square foot, attached two -car garage addition in the same location as per the attached plans with the conditions: 1) a surveyor verify distance from the proposed garage to the side property line is a minimum of 20 feet as required by ordinance; 2) a building permit is obtained from the Building Department; and 3) all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Chairman Shope called for any comments, with none, he called for a motion. Margaret Telford made the motion to close the public hearing for #CA18-34; Jason Parker seconded the motion which prevailed in the following vote: Ayes: 7 (Shope, Anderson, Cox, Gilliland, Telford, Voelker and Parker) Absent: None Nays: None Margaret Telford made the motion to approve #CA18-34 with the conditions as presented.
