SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF MICRO -
SURFACING SERVICES
RECOMMENDATION: City Council to consider a resolution authorizing the purchase of micro -
surfacing services from Intermountain Slurry Seal, Inc. for the Public
Works Street Department.
FUNDING SOURCE: Funds for this purchase are available in account 174-43301-415-090
(Transportation Infrastructure Maintainance) for an amount not to exceed
$60,570.
BACKGROUND: This purchase will be used for micro -surfacing services for the Public
Works Department. Micro -surfacing is a thin maintainance treatment used
on pavement surfaces to reduce water infiltration, improve skid resistance,
and minimize weathering through oxidation. In most cases, micro -surfacing
will extend the life of asphalt pavement five to ten years. This process is
typically used on lightly traveled facilities such as park roads and parking
lots.
This procurement is for the parking areas and roadways serving Lakeview
Park.
This purchase will be made in accordance with an existing Interlocal
Cooperative Agreement with the City of North Richland Hills as allowed by
Texas Local Government Code, Chapter 271 and Texas Government
Code, Chapter 791.
The City of North Richland Hills solicited bids from which they awarded a
contract to Intermountain Slurry Seal, Inc. on May 11, 2015. The
Purchasing and Public Works Department staff reviewed the contract for
specification compliance and determined that this contract would provide
the best product, service and pricing for meeting the needs of the City.

RESOLUTION NO. 2018-049
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
MICRO -SURFACING SERVICES THROUGH AN
ESTABLISHED INTERLOCAL PARTICIPATION
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Chapter 271
and Texas Government Code, Chapter 791 to enter into a cooperative purchasing
program agreement with other qualified agencies in the State of Texas; and
WHEREAS, the City of North Richland Hills, Texas is a qualified entity as authorized
by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter
791; and
WHEREAS, the City of Grapevine, Texas, has established an interlocal agreement
with the City of North Richland Hills, Texas and wishes to utilize established contracts
meeting all State of Texas bidding requirements; and
WHEREAS, the City of North Richland Hills, has established a contract with
Intermountain Slurry Seal, Inc. under Contract No. 15-020, Slurry Sealing; and
WHEREAS, the City of Grapevine, Texas has a need to purchase micro -surfacing
services; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of micro -surfacing services with Intermountain Slurry Seal, Inc. through an interlocal
cooperative purchasing agreement with the City of North Richland Hills, Texas for an
amount not to exceed $60,570.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of micro -surfacing services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
