HomeMy WebLinkAboutItem 11 - Mobile LibraryMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 19, 2018 SUBJECT: MOBILE LIBRARY SERVICE RECOMMENDATION: City Council to consider approval of an appropriation ordinance for a Mobile Library. FUNDING SOURCE: Funds will be available in the Quality of Llfe Fund in account 121-48910- 313-000-18092 in the amount of $408,000 upon approval of the attached appropriation ordinance. BACKGROUND: Purchase of a Mobile Library will help offset recent demographic changes that have resulted in underserved areas in the community due to lack of transportation or easy access to the library. Adding Mobile Library access will provide the opportunity to increase the library presence at the Community Outreach Center on Mustang Drive, The Gatehouse community, areas around Grapevine Mills Mall and Grapevine Middle School, other schools in Grapevine, as well as nursing and assisted living facilities. Services provided at the above locations will include bilingual and English materials for children and adults in regular and large -print and a sampling of all forms of media for check out. There will also be room to accommodate a small group for a demonstration of databases, story time, 3D printing and other resources available at the main library. The Mobile Library will begin service two days a week on Tuesdays and Thursdays and over a three week period will be able to accommodate about 14 sites. The Mobile Library will be staffed with two part-time employees from the existing budget and volunteers will be used for special programs or assistance as needed. Only paid staff will drive the vehicle. The Mobile Library was presented to Council in November 2017. At that time, staff was directed to return at a future date for City Council approval. Should the appropriation be approved, staff will bring the purchase back to Council for approval. ORDINANCE NO. 2018-048 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $408,000 IN THE QUALITY OF LIFE FUND FOR A MOBILE LIBRARY DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City desires to appropriate funds for a Mobile Library in Grapevine, Texas; and WHEREAS, funding of $408,000 is available in the Quality of Life Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby approves the use of funds from the Quality of Life Fund. Section 3. That the City Council hereby appropriates $408,000 in the Quality of Life Fund from available funds for the Mobile Library and operations. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. Section 5. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
