He introduced the newly appointed alternate commissioner, Paula Wilbanks; Chairman Shope said he had known Paula since he was in school and noted her late husband, a City Council Liaison to the Historic Preservation Commission and Mayor Pro Tem C. Shane Wilbanks. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. ELECTION OF CHAIRMAN AND VICE CHAIRMAN Commissioner Telford nominated Sean Shope for Chairman; Commissioner Cox seconded the motion; with no other nominations made. Commissioner Voelker nominated Vick Cox for the office of Vice Chairman; Commissioner Gilliland seconded the motion; with no further nominations made. The commission voted unanimous naming Sean Shope as Chairman and Vick Cox as Vice Chairman. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA18-71 for the property located at 307 East College Street, legally described as Block 29 Lot 1 B, Grapevine, City of, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA18-71 was submitted on June 25, 2018 by the applicant, Lemoine Wright, on behalf of property buyer, Balla Wright, to renovate the 1915 Wiggins House at 307 East College Street, legally described as Block 29 Lot Lot 1 B, and update it for modern living. The house was originally built to serve as the home for Mrs. Mary Lipscomb Wiggins, daughter of Henry Lipscomb, who lived there July 25 HPC\Minutes\2018 2 HPC 07.25.18 with her three children. The house was designed by Fort Worth Architect Frank Singleton, an excellent example of the Prairie style with its low-pitched hipped roof, overhanging eaves, curved porch and horizontal massing. The existing house is in near original 1915 condition. The house requires significant updating of its electrical, plumbing and HVAC systems. The new owner, Balla Wright, desires to adapt the house to serve as her family home. The additions and renovation designed by architect Russell Moran have been designed to be consistent with the Craftsman Bungalow style of the house. The existing garage built in the 1960s is a non-contributing structure to the College Street Residential Historic District. A variance would be required to build the new garage, as indicated in the plans, of 700 square feet. This requires combining of the 500 square foot detached garage and the 200 square foot storage building allowed by the Historic Preservation Ordinance in addition to the 448 square foot storage structure to remain. Upon review of this plan, Historic Preservation Officer David Klempin, Development Services Director Scott Williams and Convention & Visitors Bureau Director Paul W. McCallum unanimously recommended granting of this request. The total living area of the existing 2,988 square foot house and the 412 square foot addition totals 3,400 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The existing covered front porch is 823 square feet and the new covered porch addition is 372 square feet, not to be included in the total maximum square feet per the Preservation Ordinance. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA18-71 for the property located at 307 East College Street, legally described as Block 29, Lot 1 B, Grapevine, City of, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Staff recommends approval of Certificate of Appropriateness #CA18-71 to renovate the original 1915 Mary Lipscomb Wiggins House, a single family residential property, to update for modern living standards and for the owner's needs, to include the following items: 1. Construct a new one bedroom with bath addition at rear of the house and a new east porch; 2. Demolish the non-contributing 1960s one -car garage with covered outside storage; 3. Construct a new detached 700 square foot two -car garage with storage and an outdoor covered walkway connecting to original house; as per the attached plans with the conditions a variance be granted for construction of the new 700 square foot garage with storage and an outdoor covered walkway to the original house; all exterior materials including roofing, siding and trim, doors and door July 25 HPC\Minutes\2018 3 HPC 07.25.18 hardware, windows and light fixtures be staff approved under a separate Certificate(s) of Appropriateness; and a building permit is obtained from the Building Department. The property lot size is 33,756 square feet as presented with building coverage to be 13.5 percent (maximum allowed lot coverage is 40 percent). Total building size of house with garage and storage is 4,100 square feet, the ordinance maximum of 4,100 square feet; building height of 30'-6". Chairman Shope called on the applicant and owner to come forward, Lemoine and Balla Wright came forward. Mr. Wright said the family had fond memories of growing up in this area, playing on this porch. Commissioner Cox questioned if the original shed was grandfathered in; Commissioner Cox asked if the outbuilding was not in this Certificate of Appropriateness (CA), David Klempin responded it would be covered later in a separate CA. Chairman Shope opened the Public Hearing for #CA18-72 for the property located at 426 East Texas Street, legally described as Rawls and Dalton Subdivision, Lot C, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA18-72 was submitted on June 25, 2018 by the applicant Scott Buchanan, of Buchanan Design, to renovate the 1948 Rawls House at 426 East Texas Street and update for modern living. The house was originally built to serve as the home for the Rawls Family. The house is a "Cameron Home" built to plan with materials obtained from the Cameron Lumber Yard in Grapevine. There are more than 40 of these "Cameron Homes" in the Grapevine Historic Township area. Cameron Homes are paired down versions of a Traditional cottage, and were built before and after World War II. The Rawls house is in near original 1948 condition. The house requires significant updating of its electrical, plumbing and HVAC systems. The July 25 HPC\Minutes\2018 4 HPC 07.25.18 new owners Don and Robin Bock desire to adapt the house to serve as their family home. The plans for the new additions and new detached garage with storage have been developed following the Design Guidelines established for the Rawls property and were designed to be consistent with a Cameron Home. The existing 1950s garage was poorly constructed, lacking a proper foundation, it is now in deteriorated condition. The owner requests to demolish the garage and construct a new 595 square foot garage with storage in the same style, at the rear of the property, to serve as boat storage. The length of the boat has determined the size of the building requires 595 square feet to enclose it. A variance would be required to combine the 500 square foot detached garage and 95 square feet of the 200 square foot storage building allowed by the Historic Preservation Ordinance. Upon review of this plan Historic Preservation Officer David Klempin, Development Services Director Scott Williams and Convention & Visitors Bureau Director Paul W. McCallum unanimously recommended granting of this request. The proposed demolition plan indicated the specific walls to be removed from the Rawls House to allow for the new bedroom and kitchen additions on the west side of the house; and the family room addition on the south side of the house. The total living area of the existing 1,458 square foot Rawls House and the 1,941 square foot proposed addition totals 3,399 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The existing covered front porch of 110 square feet and the proposed new covered porch addition of 159 square feet are not to be included in the maximum square feet, per the Preservation Ordinance. The property lot size is 18,629 square feet with the proposed building coverage of 23 percent (maximum 40 percent). Total building size of house and detached garage with storage is 3,994 square feet, within the ordinance maximum of 4,100 square feet; with a building height of 20 feet. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA18-72 for the property located at 426 East Texas Street, legally described as Rawls and Dalton Subdivision Lot C, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items.- To tems: To renovate the original 1948 Rawls House, a single family residential property, and update for modern living standards to meet the owner's needs, to include the following items: 1. Demolish the existing 1950s two -car garage; 2. Construct a new detached 595 square foot two -car garage building with inside storage at the rear of the property; July 25 HPC\Minutes\2018 5 HPC 07.25.18 3. Construct a new one-story master bedroom and bath addition on the west side of the house; 4. Construct a new one-story kitchen, family room and an attached two -car garage addition on the rear of the house; As per the Demolition Plan and drawings with the conditions a variance is granted; a permit is obtained from the Building Department; and all exterior materials, finishes, paint colors, doors and door hardware, and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Staff recommended as a very good one-story home use of space without building up. Chairman Shope called on the property owners, Dan and Robin Bock, for their comments. Mr. Bock came forward and said they did their best to conform to the Grapevine preservation standards. Commissioner Telford questioned the existing siding, Mr. Bock responded it was asbestos siding to be removed and they would be replacing with all new 105 wood siding. Commissioner Voelker asked from the north elevation, would they consider minimizing the addition, Mr. Bock explained it does not appear so in the elevations -but the addition is set back 20 — 25 feet behind the front of the house, allowing the original structure to remain visually prominent. Commissioner Voelker suggested moving it to the rear; Mr. Bock responded they wanted their kitchen and master bedroom windows to look into the backyard of the property, they could have done a two-story addition but the Historic Preservation officer had asked to keep at a one-story level. Commissioner Cox said he was astounded at how much of the original house was being retained. Chairman Shope called for more questions. Box Addition, Grapevine, Texas and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA18-73 was submitted on June 25, 2018 by the applicant John Huffman to construct a new addition to the 1950 Joe and Cecelia Box House at 852 East Texas Street. The house was purchased by Black Door Renovation in 2016-17 for a Home and Garden television documentary of the restoration. Due to foundation problems, the original two -car garage with breezeway and two -car carport were removed from the house as the garage and breezeway foundation had failed. Plans were submitted and approved to reconstruct the breezeway to serve as a new bedroom. The proposed addition was designed following Design Guidelines established for the D.E. Box Addition Historic District and to be consistent with the style of the existing house. The living area containing a connecting hallway with two bedrooms and one bath is 606 square feet in size and the attached two -car garage is 669 square feet in size. As an attached garage it is considered living area per the Historic Preservation Ordinance. The total living area of the existing 1,601 square foot Box house and the proposed 1,275 square foot addition totals 2,876 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The new covered porch addition of 50 square feet, not to be included per the Preservation Ordinance. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA18-73 for the property located at 852 East Texas Street, legally described as Block 5 Lot 8, D.E. Box Addition, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. To construct a new 1,275 square foot one-story addition to the rear of the existing house to include the following items: a connecting hallway with two bedrooms and one bath; 2. and a two -car attached garage; as per the attached plans with the conditions all exterior materials including roofing, siding and trim, doors and door hardware, windows, and light fixtures be staff approved under a separate Certificate of Appropriateness and a building permit is obtained from the Building Department. July 25 HPC\Minutes\2018 7 HPC 07.25.18 Chairman Shope called on Mr. Huffman to speak regarding his case. Mr. Huffman said the home was purchase for an HGTV home restoration pilot. In the process to raise the foundation, they had a total fail. They have had the house on the market and now realize they need to have a four bedroom, three bath house, bonus room and two -car garage to help sell and retrieve their money from the property. Commissioner Voelker thanked Mr. Huffman for not changing the original exterior appearance of the Joe Box House. Chairman Shope said, another good plan. Chairman Shope called on David Klempin to present the case. BACKGROUND: On July 9, 2018, owners and applicants Allan and Rose Paxton submitted an application for Historic Landmark Overlay #HL18-02, for property located at 314 East Franklin Street, City of Grapevine. The property is vacant and was recently purchased by Allan and Rose Paxton for the purpose of constructing a new period style house and detached garage to serve as their family home. The Historic Landmark Designation for the property includes eight of twelve categories of historic significance to the City of Grapevine Historic Preservation ordinance. The original house contains a large living room a dining/kitchen area, small den, one bedroom and a hall bath. A second bedroom and bath were later added to the rear of the house. The existing Robert Stark outbuilding located at the rear of the property is a July 25 HPC\Minutes\2018 8 HPC 07.25.18 contributing structure to the 1998 City of Grapevine's Original Town National Register Historic District. Of cultural and historic significance for the City of Grapevine as this is the location from which Mr. Robert Stark broadcast to the Pitcairn islands for over two decades. This outbuilding presently contains a small apartment with bathroom and kitchen. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve the proposed Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for following properties addressed as: 314 East Franklin Street, legally described as Block 30, Lot E70' 2 & 12' Alley, Grapevine, City of, Grapevine, Texas. Staff recommended approval of the Historic Overlay #HL18-02 to record the history of the property and to allow the Historic Preservation Commission to have input in the future development of the property. A set of the proposed Design Guidelines for the property were attached. Mr. and Mrs. Paxton bought this property for their retirement home. Chairman Shope said he did not remember a case with this many fulfilled qualifications, perhaps two to three but not eight, for designation as a landmarked property. July 25 HPC\Minutes\2018 9 HPC 07.25.18 BACKGROUND: Certificate of Appropriateness application #CA18-74 was submitted on June 25, 2018 by the applicant Josh Archer, of M. J. Wright Architects, on behalf of property owners Allan and Rose Paxton to demolish the existing 1940 Yancey -Stark House and the contributing outbuilding at 314 East Franklin Street. The house and outbuilding served as the home place for Mr. and Mrs. Robert Stark. The Historic Landmark Designation for the property included eight of twelve categories of historic significance to the City of Grapevine Historic Preservation ordinance. The original house contains a large living room a dining/ kitchen area, small den, one bedroom and a hall bath. A second bedroom and bath were later added to the rear of the house. The existing Stark outbuilding located at the rear of the property, is a contributing structure to the 1998 City of Grapevine's Original Town National Register Historic District. The cultural and historic significance for the City of Grapevine is this is the building from which Mr. Stark broadcast to the Pitcairn islands, as out first Sister City, for over two decades. The outbuilding presently contains a small apartment with bathroom and kitchen. The house and outbuilding are in deteriorated condition. The house and contributing outbuilding require significant exterior restoration, foundation repairs and updating of electrical, plumbing and HVAC systems. The total living area of the Yancey -Stark House is 1,028 square feet and the existing outbuilding is approximately 750 square feet. The new owners, Mr. and Mrs. Paxton desire to demolish the existing house and the contributing outbuilding and to construct a new house with a new detached one -car garage and shop to serve as their family home. The new house and detached garage, by M. J. Wright Architects, has been designed to replicate the style of the original Yancey -Stark House, following the Design Guidelines established for the Stark House. The proposed house would contain 1,968 square feet of living area including a family room, dining room, kitchen, two bedrooms with bath, master bedroom suite, utility room and covered terrace. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The new garage would contain 750 square feet including a garage, shop and a half bath. The total size of the house and new garage with storage is 2,718 square feet which is within the maximum of 4,100 square feet of the Preservation Ordinance. The new covered porch addition of 68 square feet, covered terrace of 311 square feet and the breezeway of 50 square feet; not to be included in the maximum square feet, per the Preservation Ordinance. The property lot size is 9,430 square feet and the proposed building coverage would be 33.37%, (maximum 40% lot coverage). Total building size of house and detached garage with storage is 2,876 square feet; within the ordinance maximum of 4,100 square feet, building height of 14.5 feet. July 25 HPC\Minutes\2018 10 HPC 07.25.18 RECOMMENDATION: Staff recommended the Historic Preservation Commission deny Certificate of Appropriateness #CA18-74 for the property located at 314 East Franklin Street, legally described as Block 30, Lot E70'2 & 12' Alley, Grapevine, City of, Grapevine, Texas, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. To demolish the original 1940 Yancey -Stark House; 2. To demolish the existing outbuilding at the rear of the property; a contributing structure to the 1998 Original Town National Register Historic District; 3. Construct a new one-story house replicating the style of the original house; 4. Construct a new outbuilding at the rear of the property containing a one -car garage, shop and half bath; as per attached plans. Staff recommended the Historic Preservation Commission deny Certificate of Appropriateness. Chairman Shope called for those registered to comment on this case. Citizen Comments 1. Frances Jensen letter to be read into the minutes for Case #CA18-74. (attached) 2. Melva Stanfield opposed the demolition at 314 East Franklin Street as a contributing structure to Grapevine's National Register Historic District; saying why replace the real thing with a replica? 3. Dr. Curtis Ratliff opposed the demolition at 314 East Franklin Street as a contributing structure to Grapevine's National Register Historic District; saying some Township homeowners are selling since the Preservation Ordinance is not being enforced. Chairman Shope called on applicant Josh Archer, of M. J. Wright Architects, to speak. Mr. Archer said the previous speakers in opposition would be hard to follow but he was hired by the Paxton's to do all he could to make the home look the same. His group had tried several different plans to be sensitive to the Radio building by combining coordinates into one; flipping the location of the porch and driveway; and then flipping back. They decided the house was compromised by the side sill plate, makeshift braces, not being able to fix the existing wood, evidence of mold, water trapped behind the metal siding and aluminum windows had failed. Mr. Archer continued with the Radio building's rotted foundation and exterior rafter had rotted off. He said this was not what they wanted to preserve with leaning and failed piers, mold, slab damage and roof rafter deterioration. Chairman Shope asked Mr. Archer to entertain questions from the Commission. Commissioner Telford asked Mr. Archer to remove the failed aluminum windows, replace with wood windows and clean the mold. Mr. Archer said he absolutely considered it, he has had a passion for Grapevine for 19 years, but with no interior studs, in all efforts for re -use, he saw no preservation. Discussion continued as several people came forward to speak, not having registered a Citizen Comment form to speak. Commissioner Telford asked to explore other options and table this case; Mr. Paxton said his original intent was to save (the structures) but the professionals, architects said they were beyond saving. Mr. Paxton said he was not against exploring options. Commissioner Wilbanks said she appreciated his moving to Grapevine, but she was feeling torn by the history of the home and its previous owners, she asked Mr. Paxton how many tradesmen had looked at the property as she was under the impression just about anything can be restored. Chairman Shope said before closing the hearing, he wanted to give all the chance to speak. Dr. Curtis Ratliff came forward to say he had witnessed a small bungalow on Sunset Street where Justin Powers had taken down to the rafters, and beautifully restored. Commissioner Cox quoted the applicant's letter presented with the statement "not salvageable", Commissioner Cox asked at what point does this happen? Mr. Archer asked to follow up saying he had worked on this for three months finding nothing to be preserved, perhaps some internal studs could be reused; the only thing he had left to preserve was the "look" of the house. He said his plans look more like the original house, they will replicate. Chairman Shope thanked Mr. Paxton and the applicant, Josh Archer, for their time, saying we do have to decide or find better solutions. Michael Wright proposed for Scott Williams and the Commission to postpone for 30 days; Commissioner Telford asked for some compromise with all efforts to preserve. Commissioner Voelker stated, since he came on the Commission, this building has more history than any other. City Attorney Matthew Boyle advised the case be revisited at the Commission's August 22, 2018 meeting. Mr. Paxton asked for an onsite inspection.
