SUBJECT: AWARD OF CONSTRUCTION SERVICES CONTRACT — WATER
TREATMENT CHEMICAL IMPROVEMENT PROJECT AND ADOPT
APPROPRIATION ORDINANCE
RECOMMENDATION: City Council consider awarding the construction service contract with Red
River Construction, Inc. for construction of chemical processing
improvements at the Water Treatment Plant and an ordinance amending
the Fiscal Year 2018 Capital Budget.
FUNDINGSOURCE: Upon approval of the attached appropriation ordinance, $1,233,428 will be
available in the Utility Enterprise Capital Fund Account # 201-48930-534-
0-170002-2.
BACKGROUND: The City approved an engineering services contract with Parkhill, Smith &
Cooper for the design of several chemical and process improvements at
the Water Treatment Plant on June 6, 2017. The proposed improvements
include a chlorine dry scrubbing unit and monitors, a new ammonia tank
system, and building and electrical control improvements.
Bids were opened on June 28, 2018 with three bids received:
Red River Construction $1,063,300
Gracon Construction $1,106,800
Joe Funk Construction $2,630,798
Bids have been reviewed and references checked. The Engineer of
Record and City staff recommend Council award the contract to Red River
Construction in an amount not to exceed $1,063,300. Red River
Construction has successfully completed other City projects at the
Wastewater Treatment Plant.
In addition, funds in the amount of $170,128 (16%) are being requested
for construction related services. This includes 10% for construction
contingencies, 4% for inspection, and 2% for materials testing.

ORDINANCE NO. 2018-067
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, REVISING THE ADOPTED CAPITAL
IMPROVEMENTS BUDGET FOR THE FISCAL YEAR
ENDING IN 2018, PROVIDING FOR THE TRANSFER OF
THE FUNDS; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to maintain its Water
System with regular upgrades, maintenance, repairs and updates as necessary; and
WHEREAS, funding for the construction phase services for the Water Treatment
Plant Chemical Improvements and a construction contingency is not currently included in
the Fiscal Year 2017-2018 Capital Improvements Plan Budget; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct and
are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $1,233,428 be
appropriated from the Utility Enterprise Capital Fund for Water Treatment Plant chemical
improvements.
Section 3. That a copy of the revised Fiscal Year 2017-2018 Capital Improvements
Plan budget document shall be kept on file in the office of the City Secretary and on the
City of Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
