HomeMy WebLinkAboutItem 22 - Golf Course Clubhouse and PavilionMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 4, 2018 SUBJECT: APPROVAL FOR THE AWARD OF RFQ 472-2018 FOR ARCHITECTURAL DESIGN SERVICES FOR THE GOLF COURSE CLUBHOUSE AND PAVILION RECOMMENDATION: City Council to consider award of Request for Qualifications 427-2018 for the Architectural Design Services for the Golf Course Clubhouse and Pavilion with Thiel and Thiel, Inc. FUNDING SOURCE: Upon approval, funds will be available in the Capital Projects General Facilities Fund 177 in an estimated amount of $396,000. BACKGROUND: An election was held on Tuesday, November 7, 2017 for various capital projects for voter consideration. Proposition C was approved which provided $4,800,000 in General Obligation Bonds for the constructing, improving and furnishing a multi -use facility and clubhouse at the Grapevine Municipal Golf Course. A Request for Qualification was solicited in accordance with Texas Government Code Chapter 2254.004. The RFQ was issued February 23, 2018 and closed on March 23, 2018Six firms responded to the publicized Request for Qualification. The responding firms were: Barker Rinker Seacat Larson and Pedigo RPGA Design Group SRG Architects Thiel and Thiel, Inc. Vic Jones Associates Proposals/qualifications were reviewed, evaluated, and graded by a five - member selection committee comprised of staff from Golf, Public Works, and the City Manager's office.The top four firms were scheduled for interviews. Interviews with each firm were conducted as well as reference checks. Additionally, representative committee members visited/toured previously constructed clubhouses and other constructed facilities or sites that were under construction in which the two firms had design and construction oversight. After a comprehensive evaluation of the responses, the references, and the site visits, the evaluation committee is recommending Thiel and Thiel, Inc. of Colleyville, Texas as the architectural and engineering design firm for the construction of a new golf course clubhouse and a tournament pavilion facility based upon the grading matrix. Staff recommends approval.
