The facade on the building should conform with the existing buildings in the neighborhood, and a brick facade would seem appropriate. Its my opinion that the mature trees help provide a beautiful and natural barrier between my property and State Highway 114, and that any development that would result in the destruction of those trees would have an adverse effect upon the value of the properties in my neighborhood I would certainly encourage the commission to deny the requested change in zoning Thank you for giving me the opportunity to voice my concern about this project. Having lived with Baylor as my valued neighbor for seventeen years I acknowledge the benefits of Baylor Health Care System in our community. However I also believe the original wisdom of the City's planners to utilize this property as "Professional Office District". This is a transitional space between the two categories; anything inconsistent with the original zoning will greatly effect the value and comfort of that "living" space. The proposed facility adjacent to a residential area is too dramatic a change in the confined space available. My home consists of some 4500 square feet and will be an estimated 300 feet from foundation to foundation at approximately the same elevation of 645 feet, to a building consisting of 60,000 square feet, three stories high. Any building on lot 18 will be even closer. Most concerning to me, an undetermined amount of mature trees will be destroyed in the construction process, a great many of which are taller than forty feet. Although the design compensates by replacing the majority of the trees destroyed it will be decades before they reach similar maturity. Only 22 trees here replanted at the adjacent single story site. Although Baylor is a very desirable neighbor, in my judgment it appears that little effort was expended on the aesthetics of the proposed building's facade of painted concrete. The City, rightfully mandated that the exterior of my multi family construction be covered 80% by brick veneer to maintain value and appearance for the future of our City. This, so people will desire Grapevine as their chosen home. The proposed building is painted gray and white concrete, a "character less" exterior. With one deviation, the buildings main entryway faces State Highway 114. Is this to be our legacy? Think of what this building will look like 10 or 15+ years into the future? Even the adjacent Tom Thumb has brick veneer, as does virtually every building in the immediate area commercial or otherwise. Lastly, why attempt to change PO zoning when vacant CC property is available, for example, at the comer of College and State Highway 114 SR which is less than half a mile south from the proposed site? What overwhelming and compelling reason is there for change? After all what is the purpose of zoning. I urge the City Council & Planning and Zoning Commission to weigh against this proposed zoning change, and commit to a single level Professional Office Building as originally planned for this application. As this will blend efficiently with the current surroundings. The future will prove your wisdom. Box 95104 Grapevine, TX 76099 Thank you for the opportunity to respond to the proposal to change the zoning of the property to which this file refers. It is obvious that the Baylor Health Care System has been very beneficial to our community. It is also obvious that the original plan and zoning for this property as Professional Office District was the correct decision. To allow a three-story office building, .or any size building other than what is now allowed, would greatly impact the value of the homes located behind the property. The value of the homes would depreciate, and the ability to sell or lease those homes at their present value would be adversely impacted. There appears to be plenty of vacant property around Baylor Medical Center and Baylor Professional Building where this proposed three-story or even a two-story office complex could be constructed. Additionally, in order to construct the proposed building, a large majority of the mature trees would have to be cut down. This leveling of the land would also impact the homes and property located behind the proposed area. Right now the mature trees offer a sound buffer between our homes and the noise of SH 114. If these trees are cut down, the noise factor would greatly increase, and the ability of the homeowners and/or their tenants to enjoy their backyards would greatly decrease. I doubt that you would like such an impact at your home. As an aside, why are the builders, planners, developers, owners allowed to construct the buildings with less than 80% brick veneer? Why are they allowed to use a painted concrete exterior on the buildings? When I built my home on Evergreen Ct., the city made it perfectly clear that there were guidelines that must be followed or I could not build my home. There was not an option to use painted concrete on the exterior, nor could I cut down any trees without replacing them with like size and age trees. The other commercial sites have the brick veneer. I would respectfully urge the City Council to vote against this proposed zoning change and to commit to keeping the original zoning in place.
