The traffic on Old Mill Run is currently very high. But that appears to be tied to activity at the surrounding schools. I can't imagine anyone taking Old Mill Run (who isn't already doing so) just to patronize a retail establishment. A very small, but vocal minority suctessfinlly kept us from having a new AlbertWWs nearby. instead we got a Krispy KMne and a CVS which I submit is the source of at least an equal amount of increassed traffic... on Pool Road. If a secret ballot were to be taken of the residents most likely to be affected, we'd have a mwby supermarket. I emphasize secs because the majority in favor are not likely to want to be branded as traitors and would rather no create any waves with neighbors and are not meeting goers. I don't think I would have taken the time to send this were it not for the fact that I am on vacation today and the notices taped to the dons of the people in this area indicate that the anti -neighborhood shopping group is at it again. Consider the following: 1. Two Previous Requests denied L Environmental Damage: To rezone this property from its present category to agow more intense development would result in a substantial increase in the environmental damage to Bear Creek and its flood plain. The increase in contaminated runoff from parking areas would include greater amounts of oil and anti -freeze due to increased use. There would be an increase in air pollution to add to that already occurring as a result of our proximity to DFW Airport and the ever increasing high trdf'ic counts due to additional residential and commercial development in the area that has occurred since the two previous denials. The noise and tight pollution that follow$ a retail/commercial operation would disturb nearby residents constantly. 3. Safety of School Children: The three schools in the immediate area (one of which is just across pool Road from the subject property) is a primary concern. There is more trarne congestion in the area now than there was on the two previous occasions a change was requested and denied. The danger to school children will only increase going forward. Pool Road is already heavily congested due to the high number of vehicles from both Colleyville and Southlake. as well as the increased traffic on Hiighhway 26 from Grapevine Aral surrounding anal. The Reel depots and ready mix concrete plants, flit of which are across Highway 26 from the subject peopertY, pose additional danger to children walking to school, as do passenger cars and delivery trucks already using this route. With the approval of this change, there is greatly increased potential for a higher crime rate as well as an increase in the already high non-residerrt traffic count. Most importantly, to allow this cbange would pose a great safetyu conoant, notwithstanding the inconvenience to the residents and the negative impact on quality of life issues. Change to the present zoning designation is strongly opposed by the most residents of the sub -division. CU02-47 is on the Planning and Zoning Commission's agenda for November 19, 2002. The requested conditional use permit pertains to a tract of land at the southwest corner of the intersection of Mustang Drive and Southwest Grapevine Parkway. The proposed new use is for a personal care facility. The Dallas/Fort Worth International Airport views the proposed conditional use with concern, given the noise levels and known aircraft activity. The tract of concern lies well within the 65DNL contour of the Airport's official noise map. According to Federal Aviation Administration guidelines, development of nursing homes within the 65DNL contour is considered jacompatible land usage. The site is located 1.3 miles from the end of Runway 13R/31 L at approximately �/2 mile from the runway's extended centerline. The site is subject to routine and regular air traffic by all types of aircraft operating at DFW International Airport. Historical flight data indicates that these aircraft operate adjacent to the property as low as 250 feet above the ground. The Airport encourages the City to consider the facts above in its decision. In the event that the City determines the proposed conditional use permit is in its best interest, the Airport Board recommends the following: 1. An avigation easement be dedicated to the Dallas/Fort Worth International Airport Board, the City of Dallas, and the City of Fort Worth, and 2. the 25clB Noise Level Reduction recommended by the FAA be established as a mandatory condition of approval. Normal residential con- struction an be expected to provide a NLR of 20 dB, thus, the reduction requirements are often stated as 5,10 or 16 dB over standard construc- tion and normally assume mechanical ventilation and closed windows year round. However, the use of NLR criteria will not eliminate outdoor noise problems. (2) Measures to achieve NLR of 25 dB must be in- corporated into the design and construction of portions of these buildings where the public is received, office areas, noise sensitive areas or where the normal noise level is low. (3) Measures to achieve NLR of 30 dB must be in- corporated into the design and construction of portions of these buildings where the public is received, office cress, noise sensitive areas or where the normal noise level is low. (4) Measures to achieve NLR of 35 dB must be in- corporated into the design and construction of portions of these buildings where the public is received, office areas, noise sensitive are or where the normal noise level is low. (a) The airport operator shall acquire the avia- tion operations data necessary to develop noise exposure contours using an FAA approved meth- odology or computer program, such as the In- tegrated Noise Model RM. In considering approval of a methodology or computer program, key factors include the demonstrated capability to produce the required output and the public availability of the program or methodology to provide interested parties the opportunity to substantiate the results. (b) The following information must be ob- tained for iagat to the calculation of noise ex- posure contours: (1) A map of the airport and its environs at an adequately detailed scale (not less than 1 inch to 8,000 feet) indicating runway length, alignments, landing thresholds, takeoff start - of -roll points, airport boundary, and flight tracks out to at least 30,000 feet from the end of each runway. (2) Airport activity levels and operational data which will indicate, on an annual average - daily -basis, the number of aircraft, by type of aircraft, which utilize each flight track, in both the standard daytime (0700- 2200 hours local) and nighttime (2200-0700 hours local) periods for both landings and takeoffs. (3) For landings—glide slopes, glide slope in- tercept altitudes, and other pertinent informa- tion needed to establish approach profiles along with the engine power levels needed to fly that approach profile. (4) For takeoffs—the flight profile which is the relationship of altitude to distance from start -of -roll along with the engine power levels needed to fly that takeoff profile, these data must reflect the use of noise abatement depar- ture procedures and, if applicable, the takeoff weight of the aircraft or some proxy for weight such as stage length. (5) Existing topographical or airspace restrictions which preclude the utilization of alternative flight tracks. (6) The government furnished data depict- ing aircraft noise characteristics (if not already a part of the computer program's stored data bank). (7) Airport elevation and average tempera- ture.
