MAY 15, 2001 AWARD OF CONSTRUCTION CONTRACT MAIN STREET IMPROVEMENTS City Council consider awarding a construction contract for Main Street Improvements to Sunmount Corporation in an amount of $2,628,567.75, authorize staff to execute said contract, and take any necessary action. Two bids were received with total bid prices as follows: Sunmount Corporation J.L. Bertram $ 2,628,567.75 $ 2,759,173.75 May 15, 2001 (4:18PM) The two bids exceed the costs that staff and our consultant expected for the project, $2.0 million. However, we have the funding necessary to complete the project at the $2,628,567.75 bid price. All construction activities on Main Street are to take place between Main Street Days and Grapefest. The intensive job of the asphalt replacement will take 22 days. During the 22 day timeframe, two lanes of traffic (one in each direction) will be provided with no parking on Main Street since the parking spaces will be used as travel lanes. The landscaping along Main Street is to take place at the end of 2001 or early 2002. The Main Street project involves multiple conditions imposed on the contractor by the City that affected the bid price. They are: Water Line Work construction at night • Irrigation System Work construction at night • Electric Line Work construction at night • Traffic Signal Work construction at night Drainage System Work construction at night • Pavement removal, subgrade preparation and asphalt paving construction completed in 22 consecutive days • Two lanes of traffic maintained at all time during the day • Parking removed on Main Street only during the 22 consecutive days of paving reconstruction. Additional facts impacting costs are: There is currently a truckers semi -strike in place in the metroplex due to the overwhelming demand for trucking services. The demand is so great that truckers are only willing to work normal construction hours on Mondays thru Fridays. Very few deliveries are made during off -hours or on weekends and they are sporadic. An example of this shortage is the Opryland Hotel site where some of the truckers hauling dirt from the site have been recruited from as far away as the Valley. • Sand and Gravel Pit stockpiles are running low, reflecting the frenzied pace of construction during this recent dry period and are expected to remain limited as we enter the dry construction season. There are also rumblings of a potential cement shortage as the construction period progresses this summer. May 15, 2001 (4:46PM) The contractors across the metroplex have all experienced scheduling problems this spring due to the rain. The weather has thrown all of them behind schedule on their existing projects and leaves little in resources that they can commit to this project. This situation is evident from the lack of bids received and the premium proposed in the bids to cover the added costs of hiring additional crews and renting additional equipment. All of these elements have contributed to the high cost reflected in the two bids received. The Main Street Project is an important project to the City of Grapevine for a variety of reasons. • It will eliminate the steep crown in the pavement cross slope, will provide improved access to parked cars along the curb and will provide improved safety for pedestrians, especially the elderly, crossing the roadway. The project also includes a significant beautification element for Main Street with lighting modifications and additions, landscaping, irrigation, banner poles and trees. In addition to these elements, the project has added significant elements to enhance the festivals held annually on Main Street. The project includes water and electric power facilities to be placed down the center of the roadway. At numerous locations down the centerline of the street, underground vaults will be installed upon which vertical pedestals can be attached for festival events. These pedestals will provide above ground electric power and water connections for the vendors down the center of the street. This eliminates the mass of extension cords and water hoses crisscrossing the vendor's areas and the main walkways for the pedestrians and provides a much safer and more appealing festival setting. The project is supported by the Main Street merchants and has been long awaited. They have resigned themselves to the inconvenience that they will have to endure are anxious for the work to begin. This project, with its special elements for the beautification of the Main street corridor and the festivals, should provide the City with a high quality facility for the next 20 years with only routine maintenance needs.
