HomeMy WebLinkAboutItem 13 - In-Car Video Systems and StorageMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 15, 2019 SUBJECT: APPROVAL OF A RESOLUTION FOR PURCHASE AND ANNUAL CONTRACT FOR DIGITAL MANAGEMENT SERVICES (IN -CAR VIDEO SYSTEMS AND STORAGE) RECOMMENDATION: City Council to consider a resolution authorizing purchase and annual contract for in -car video recording solution and associated digital management services (in -car video systems and storage) from Axon Enterprise, Inc. for the Police Department. FUNDING SOURCE: Funds for this purchase are available in the Capital Equipment Fund for a total amount not to exceed $40,023. BACKGROUND: This purchase is for 40 in -car video recording systems and the associated digital evidence management and storage system from Axon Enterprises, Inc. for the Police Department. These in -car video systems are replacing older systems that were purchased in 2011. The older 2011 systems have exceeded their life expectancy, are no longer supported by the manufacturer, and replacement components are limited. These new in -car video systems will integrate seamlessly with the body -worn cameras currently used by Grapevine Police Officers. This purchase will ensure officers are using state-of-the-art technology to record interactions with citizens. It will also ensure that the Police Department remains compliant with State racial profiling law, recording motor vehicle stops by police officers, law enforcement industry standards, and community expectations. This purchase will be made in accordance with an existing interlocal agreement with The Local Government Purchasing Cooperative BuyBoard) as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the Cooperative and a contract was awarded to Axon Enterprise, Inc. The Police and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would best meet the needs of the City. The contract will be for an initial one-year period with five, one-year renewal options. Staff recommends approval MB/LW RESOLUTION NO. 2019-004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER’S DESIGNEE TO ENTER INTO AN ANNUAL CONTRACT FOR DIGITAL EVIDENCE MANAGEMENT SERVICES THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791 to enter into an interlocal agreement with other qualified agencies in the State of Texas; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a qualified purchasing cooperative program as authorized by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791; and WHEREAS, the City of Grapevine, Texas has established an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has an established contract No. 568-18, Law Enforcement Body Cameras, Supplies and Equipment with Axon Enterprise, Inc.; and WHEREAS, the City of Grapevine, Texas has a need for an annual contract for in- car video recording solution and associated digital evidence management services for the Police Department; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Resolution No. 2019-004 2 Section 2. That the City Council of the City of Grapevine authorizes the annual contract for in-car video recording solution and associated digital evidence management services for the Police Department from Axon Enterprise, Inc. through an interlocal agreement with The Local Government Purchasing Cooperative (BuyBoard) for an amount not to exceed $40,023. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the annual contract for digital evidence management services for the Police Department. Section 4. That this resolution shall take effect from and after the date of its passage.
