SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT RFB #378-
2012 FOR CONCRETE CURB, GUTTER, AND FLATWORK
SERVICES
RECOMMENDATION:
City Council to consider approval for the renewal of an annual contract RFB #378-2012
with Manning Concrete Sawing as primary vendor and Estrada Concrete Company,
LL C. as the secondary vendor for concrete curb, gutter and flatwork services.
F NG SOURCE:
Funding for this purchase is limited to the budgeted amount by each department in an
estimated amount of$400,000.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star Telegram on February 16, 2012 and February 23, 2012. The bid
was opened publicly on March 15, 2012.
Through the City E-Bid system, 152 vendors were notified of the bid. Eight bids were
received with two vendors submitting a no-bid.
The purpose of this contract is to establish fixed annual pricing for construction and
repair services for new concrete flat work, retaining walls, curbs and gutters on an as-
needed basis used by various departments. Additionally this contract includes
construction for handicap accessible ramps and brick paver installation including any
repairs needed.
Manning Concrete Sawing was the overall lowest responsive and responsible bidder and
has provided this service with satisfactory results. to recommends awarding a
secondary contract tote next lowest responsive and responsible bidder Estrada
Concrete Company to avoid time delays for emergency or and projects or if the

primary vendor is unable to respond in a timely matter. Manning Concrete Sawing and
Estrada Concrete Company have agreed to renew with no increase in pricing.
Staff recommends approval.
