SUBJECT: APPROVAL FOR THE AWARD OF RFB 398-2013 FOR THE
PURCHASE OF WATER METERS AND REGISTERS
RECOMMENDATION:
it Council to consider approval for the award of RFB 398-2013 for an annual contract
with optional renewals for the purchase of water meters and registers to HD Supply
Waterworks.
FUNDING SOURCE:
Funds for this purchase are available in account 100-14111-0000 (General
Fund[Warehouse Inventory) in the estimated amount of$93,000.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star Telegram on January 3, 2013 and January 10, 2013. The bid was
opened publicly on January 28, 2013. The bid was issued through the e d system.
There were 66 vendors notified of the bid due to electronic notifications with 6 others
who view the bid on the City's website. Three vendors submitted bids. (See attached
bid tabulation)
The purpose of this bid was to establish fixed annual pricing fort purchase of various
sizes of water meters and registers maintained in warehouse inventory and issued
primarily tote Public Works Department on an as-needed basis. The bid is for a one-
year period with options to renew for four additional, one-year periods.
Based on the evaluation of the bid by Purchasing and the Public Works Department, it
was determined t e a ward be made to HD Supply Waterworks. The low bid submitted
by Zenner Performance Meters, Inc. was considered non-responsive for not meeting
specifications. HD Supply Waterworks has been a supplier to the City in the past and
has been successful in doing so.
