TRIPLETT, JR, PLANNER II DATE: OCTOBER 6, 2010 SUBJECT: CONDITIONAL USE REQUEST CU10-27; LOT 2R, BLOCK 1, JEMTEX ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU10-16 (Ord. 2010-39) approved at the August 17, 2010 meeting to allow three non-profit institutions in conjunction with a church in a district zoned "R-7.5" Single Family District specifically to relocate the refuse storage area and revise the exterior elevations, and take any other action necessary. BACKGROUND INFORMATION Conditional Use Permit CU91-18 (Ord. 91-70) was approved at the September 17, 1991 meeting for the operation of a grocery store (formerly Food Lion). Special Use Request - SU96-18 (Ord. 97-24) was approved at the March 18, 1997 meeting for church related activities by the Word of God Fellowship, Inc. Conditional Use Request CU10-16 (Ord.  2010-39) allowed for administrative offices for GRACE Ministries, Real Choices and Students Standing Strong, and collection activities for GRACE in conjunction with Compass Christian Church. Council also approved on August 17, 2010 zone change request Z10-03 (Ord. 2010-43) to rezone the subject site from "CN" Neighborhood Commercial District to "R-7.5" Single Family District and MP10-01 (Ord. 2010-44) to amend the City's Future Land Use Plan to a low density residential land use on the subject site. With this request the applicant proposes to revise the exterior elevations. Revisions to the elevations include revising the north and west entrances, removal of rooftop screening along with relocating the refuse storage area nearer to the loading dock and adding a ramp along the east side of the building. /at  ., O:ZCU\CU 10-27.4sprc . ._ ________—_.___ .___._._ _ ; ____ ___.___...,.. .. ____ ....__._-- _ i    m z ^  E ;n;;;4   _ „. r c  , .._..--, f .y-> _'   r_  iv 'z .e.-.-^'"'y.e.-e_. Conditional Use Permit CU91 -18 (Ord. 91 -70) was approved at the September 17, 1991 meeting for the operation of a grocery store (formerly Food Lion). Special Use Request SU96 -18 (Ord. 97 -24) was approved at the March 18, 1997 meeting for church related activities by the Word of God Fellowship, Inc. Conditional Use Request CU10 -16 (Ord. 2010 -39) allowed for administrative offices for GRACE Ministries, Real Choices and Students Standing Strong, and collection activities for GRACE in conjunction with Compass Christian Church. Council also approved on August 17, 2010 zone change request Z10 -03 (Ord. 2010 -43) to rezone the subject site from "CN" Neighborhood Commercial District to "R -7.5" Single Family District and MP10 -01 (Ord. 2010 -44) to amend the City's Future Land Use Plan to a low density residential land use on the subject site. With this request the applicant proposes to revise the exterior elevations. Revisions to the elevations include revising the north and west entrances, removal of rooftop screening along with relocating the refuse storage area nearer to the loading dock and adding a ramp along the east side of the building. /at O:\ZCU \CU 10- 27.4sprc t k FOOL ROAD , yx ti W ili. ,4 4,?€ £« I .0 , f -. _,. ,a _ x ' `4 x #_ ; Lot'vel (acres} x^ J-7-1 t F t T7,7 , 32,200 Building L.ttorkjef%) 152 1 "3*aiixs7 Ftl 3E S of Rusaing t IvAl r t i PAVM15 S u, P sr: a W1 CANOPY a , ` u r  All r u `t ; x # i AI - I 01 # 1::3 j ;._ { E ,x #  t s i 1i v r ' -C r n -F.P i r s r Y {B _ n , a = x `s f' s k W 15L ANDS if ,  t 1"'41 1 C, 11AV116 s }& [ = S X } _ « # ' =7t l' ? i'r t'.,f .f t? r {I s # i t } iR A i XI3i s X. %#s #Et# t 1-at f 1r4a # t_ =;)I I.,It F: I_  I ;;{ i „= I(Jt ,y E.1 t r } sr .rliomc e ?iihi stji_ , r# )efi r f 44 lo - avWl X r`- € ,_, =i .I -:S #.„ ii?., ..f t ?',s tS - #. <,t. _3a tz ,- . .. _..r ,. .,. _. , SITE SUMMARY TABLE Lot'vel (acres} 4-85 Car €luddirg is t y 32,200 Building L.ttorkjef%) 152 1 "3*aiixs7 Ftl 3E S of Rusaing Cx, parkirQ 147 Proposed pa(koig. 223 Ri I IC) open Spa (SIC) 60,500 pefcord open space 28 0 ? ow lippeivious Area is ) 1 „1.200 ver nt Lnvrvsovs Area 71:0 atax« Parking Analysis Spaces 'tFgtflFed lest €lutkmae Use Ctr €ar>••Wh (600 seats at 1 spacef 3 seats) Totaf Required = 2031 spaces Atterna=rx: Analysis Cttiee (72110 s f_ at 5 a tspaoe> 300 s.4) 29 $pares Cfass1oom Mddte School (125 sitats at i apawl 12 seats) 11 spacas 110 ( 125 Sears at 't spaced 3 vats) 42 spaces Etcarse«aienr aS (100 at$ as t wa 20 seat: -) 5 spaces Total Required = E3r spaces Spares Provided 'Total Required = 200 spaces To ±al Ptuvcded = 273 spaces Tofu spaces uravells3 exccel spaces requt tyy 23 spas ' {3'+il }f7 iCEl1`t t51' #*E T }tai, C14liJ s7 fw.
