HomeMy WebLinkAboutItem 11 - Water Treatment Plant ITEM 0 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�� MEETING DATE: APRIL 20, 2010 SUBJECT: APPROVAL OF A RESOLUTION FOR THE REPAIR OF PUMPS AT THE WATER TREATMENT PLANT RECOMMENDATION: City Council to consider approval of a resolution to award a purchase order to Pierce Pump Company, L.P. for the repair of two pumps at the Water Treatment Plant in a total' estimated amount of$23,959.65. FUNDING SOURCE: Funds are available in account 200-43360-534-0 Utility Enterprise Fund/Water Supply Infrastructure Maintenance/Permanent Capital Replacement. BACKGROUND: This procurement will be made in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D). Purchases under this Government Code are an exception to the normal bidding procedure because the pumps must be dismantled in order to determine an exact cost and therefore may contain unidentified replacement parts needed for the repair. This request is to approve a resolution for the repair of two pumps at the Water Treatment Plant. High Service Pump#7 is pumping below pump curve specifications. The pump will be disassembled and rebuilt to original specifications, replacing worn parts as needed including the impeller. The motor will have routine maintenance performed which will include rewind, bake, dipped and bearings replaced to bring motor back within design specification. The pump and motor are 19 years old. Back Wash Pump #1 is pumping below pump curve specifications. The pump will be disassembled and rebuilt to original specifications, replacing worn parts as needed. Pierce Pump Company, L.P. has successfully repaired pumps for the Water Treatment plant in the past and Staff recommends approval of a purchase order to Pierce Pump Company, L.P. in for an estimated total of$23,959.65. CD RESOLUTION NO. �- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE,TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE AN EXCEPTION TO THE NORMAL BID PROCEDURE FOR THE REPAIR OF TWO PUMPS AT THE WATER TREATMENT PLANT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D)to declare an exception to the normal bidding procedure for the repair of two pumps at the Water Treatment Plant; and WHEREAS, each pump must be dismantled in order to determine the replacement parts necessary for the repair; and WHEREAS, Pierce Pump Company, L.P. has had prior experience repairing pumps for the water treatment plant and has provided an estimate of the repairs needed. NOW,THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes a purchase order be issued to Pierce Pump Company, L. P. to dismantle and repair the pumps for an estimated cost of$23,959.65. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to purchase the above stated pump repair from Pierce Pump Company, L.P. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 20th day of April, 2010.
