SUBJECT: APPROVAL TO AWARD AN ANNUAL CONTRACT FOR
ASPHALT MILLING SERVICES THROUGH AN INTERLOCAL
AGREEMENT AND ESTABLISHED CONTRACT WITH TARRANT
COUNTY, TEXAS
RECOMMENDATION:
City Council to consider approval to award an annual contract with Dustrol, Inc.forAsphalt
Milling Services through an existing Interlocal Agreement and Contract with Tarrant
County, Texas.Annual expend_itures will be limited to the annual budgeted amount for this
service.
FUNDING SOURCE:
Funds for this purchase are available in account 174-43301-090-000 Street
Maintenance/Capital Replacement/Transportation Infrastructure Maintenance is$150,000.
BACKGROUND:
The contract and subsequent purchases will be made in accordance with an existing
Interlocal Agreement with Tarrant County, Texas under bid number 201.0-059 and as
allowed by Texas Local Government Code, Section 271.102. This commodity was bid by
Tarrant County and a contract was awarded by the Commissioners Court on April 27,
2010. (See attached information). The contract included two, one-year renewals. If
approved this would be the initial contract period and will begin on June 1, 2010 and end
on May 31, 2011.
Dustrol, Inc. has provided this service in the past with satisfactory results. In the past, the
City has established its own contract for asphalt milling services. Due to significant cost
increases over the past several years, a cost analysis was conducted to determine the
pricing the City could receive through individual contacts in relation to pricing established
through the cooperative purchasing process. It was determined that purchasing through the
cooperative purchasing process would present a significant cost advantage for the City.
The cost analysis is attached for review.
The current cooperative contract includes the Cities of Colleyville, Edgecliff Village, Euless,
Haltom City, North Richland Hills, Westover Hills, and White Settlement.
Staff recommends approval to award the contract for Asphalt Milling Services to Dustrol,
Inc.

COMMISSIONERS COURT ACTION REQUESTED:
It is requested that the Commissioners Court award Bid No. 2010-059, Annual Contract for Cold
Milling Machine with Operator and Helper, to the following at the per unit price:

BACKGROUND:
Notice of the County's intent to bid was advertised in local newspapers, as required by State statute,
and posted on the Internet, the American Indian Chamber of Commerce, the Fort Worth Hispanic
Chamber of Commerce, the Fort Worth Metropolitan Black Chamber of Commerce, and the Tarrant
County Asian American Chamber of Commerce. Ninety-five (95) vendors were contacted and
requested to participate in this bid process. All documents pertaining to this bid were posted on the
Tarrant County website and were downloaded by interested bidders. Three (3) bids were received.
Bids were evaluated by Purchasing representatives. Award recommendations are to the low bids
meeting specifications.
The term of the-contract is twelve (12) months, effective May 1, 2010, with two (2) options for
renewal periods of twelve (12) months each.
This contract is also utilized by several other governmental entities, including the cities of
Colleyville, Euless, Fort Worth, Haltom City, North Richland Hills, and White Settlement, and the
Towns of Edgecliff Village and Westover Hills through Tarrant County's Cooperative Purchasing
Program.
Therefore, the recommendation of the Purchasing Department is to award Bid No. 2010-059, Annual
Contract for Cold Milling Machine with Operator and Helper to the vendors listed above at the per
unit price.

The cost associated with this action is unknown at this time. This action simply sets the price for the
item/service. Orders for the item/service are placed on as needed basis.
