HomeMy WebLinkAboutItem 02 - Smoke Alarms ITEM # :;?-� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGE9�+JfL-, MEETING DATE: JANUARY 5, 2010 SUBJECT: CONSIDER APPROVAL FOR THE PURCHASE OF SMOKE ALARMS UNDER A GRANT FROM THE DEPARTMENT OF HOMELAND SECURITY RECOMMENDATION: City Council to consider approval to purchase 3,000 smoke alarms from Complete Packaging & Shipping, Inc. in the total amount of$44,880. FUNDING SOURCE: Funds are budgeted in account 113-42281-210-03 Grant Fund/Minor Apparatus and Tools/Fire Department. BACKGROUND: Bids were taken in accordance with City Purchasing Policy. Formal bids and advertisements are not required for purchases under $50,000. Four vendors submitted quotations. A copy of the bid tabulation listing all pricing received is attached for review. This request is to approve the purchase of 3,000 smoke alarms. The City of Grapevine applied for and received a grant from the Department of Homeland Security, Fire Prevention and Safety grant program to initiate a smoke detector program within the City of Grapevine.. The "Smoke Detectors...Don't Stay Home without One!" program involves purchasing smoke detectors for placement within Grapevine residences with the goal being to ensure that operational smoke alarms are located in high hazard areas. The program.will involve purchasing smoke detectors, batteries, and door hangers. Once the purchases are complete, the Grapevine Fire Department will organize a series of "community blitzes targeting specific neighborhoods and areas for smoke detector placement. Additionally, the Grapevine Fire Department will have a cache of smoke detector batteries and smoke alarms on each of the fire department vehicles. When responding to a call for service, prior to leaving the residence smoke detectors present will be tested. If the smoke detector is not functioning the battery will be replaced. If the smoke alarm does not function after battery placement, a new smoke alarm will be placed (with a minimum of one on each floor and one adjacent to each sleeping area). December 29,2009(3:51 PM) Residents that wish to have their smoke detectors checked by fire department staff may call fire administration to schedule a smoke detector test. At the time of the test the smoke detectors will be checked, batteries replaced if necessary, or new smoke detectors placed. The first priority for smoke detector placement is within the mobile home units and residences constructed prior to 1960. In these specific areas, targeted blitzes will be conducted using fire department and volunteer resources. Future campaigns will target residences built from 1961-1970 and 1971-1980. The Grapevine Fire Department is seeking an initial purchase of 3,000, 10-year smoke detectors with tamper resistant lithium batteries. In accordance with City Purchasing Policy, Staff received four quotations. The lowest quotation received was an un-solicited quotation from Fine Line Products. After Staff review, it was found that this vendor is on the Texas Comptroller of Public Accounts list as a debarred vendor for a period of five years effective October 15, 2009 and therefore should not be considered for an award. A copy of the debarred vendor list is attached for review. The second lowest vendor was from Complete Packaging & Shipping, Inc. This quotation met all of the specification requirements. Staff recommends approval to purchase the 3,000 smoke alarms from Complete Packaging & Shipping, Inc. in the total amount of $44,880 under grant funds from the Department of Homeland Security.
