HomeMy WebLinkAboutItem 11 - Wastewater Treatment Plant MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER W MEETING DATE: JANUARY 19, 2010 SUBJECT: APPROVAL OF A RESOLUTION TO OVERHAUL BLOWER ASSEMBLIES AT THE WASTEWATER TREATMENT PLANT RECOMMENDATION: City Council to consider approval of a resolution to award a purchase order to Air Mac, Inc. to overhaul five blower assemblies at the Wastewater Treatment Plant in the total estimated amount of$29,400. FUNDING SOURCE: Funds are budgeted in account 200-43370-534-0 Utility Enterprise Fund/Wastewater Treatment Infrastructure Maintenance/Permanent Capital Maintenance. BACKGROUND: This procurement will be made as an exception to the normal bidding procedure in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (3). This code exempts a local municipality from the normal bidding procedure for a procurement that is necessary because of unforeseen damage to public machinery, equipment or other property. The purpose of this procurement is to dismantle, overhaul and rebuild three multi-stage centrifugal blowers at the Wastewater Treatment Plant. The blowers add dissolved oxygen to aeration basins and digesters for mixing and are an integral component in the treatment of wastewater and discharge permit requirements. The Texas Commission on Environment Quality Discharge Permit requires a minimum of 6.0 mgll leaving the treatment plant at all times. The centrifugal blowers in Train #3 have three blowers that need to be rebuilt. The blowers are more than ten years old and have been in continuous operation 24 hours a day, seven days per week. Air Mac, Inc. has provided this service in the past and is familiar with the City's multistage centrifugal blowers. The estimated cost to rebuild all three blowers is $29,400. This is an estimate only. A final cost cannot be determined until the blowers have been dismantled and inspected to see what is required to rebuild each blower. Staff recommends approval of a resolution to award a purchase order to Air Mac, Inc. to rebuild the three multistage centrifugal blowers for the estimated cost of$29,400.
