HomeMy WebLinkAboutItem 01 - Adaptive Signal Program ITEM # _a MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER R MEETING DATE: FEBRUARY 2, 2010 SUBJECT: GRANT AGREEMENT BETWEEN THE CITY OF GRAPEVINE AND THE STATE COMPTROLLER OF PUBLIC ACCOUNTS FOR THE ADAPTIVE SIGNAL SYSTEM RECOMMENDATION: City Council consider adopting a resolution approving a grant agreement between the City of Grapevine and the Comptroller of Public Accounts for implementing an adaptive signal system at 11 signalized intersections, and take any necessary action. FUNDING: Matching Funds (20%) are available in 03 GO Bonds. BACKGROUND: The Comptroller of Public Accounts received stimulus funding to support the State Energy Program for energy efficiency. The program is being administered by the State Energy Conservation Office (SECO). Of the funding, $6 million was set aside for signal synchronization and Light Emitting Diode (LED) retrofits. City staff applied for this funding in October 2009 and was one of only 16 agencies in the entire State to be selected. Grapevine was awarded $308,000 in stimulus funding. The grant requires a local match of $77,000 (20%). Adaptive signal control is the latest in signal timing technology. Adaptive systems collect traffic information in real time, communicate with adjacent signals and continually come up with the best signal timing. The systems adjust to changing traffic conditions without the need for manual re-timing. We have a total of 69 traffic signals in the City. Using other federal grants that have already been awarded ($1.717 million), we plan to install adaptive signal control at 41 signalized intersections and re-time 18 other signals. This new award will add adaptive signal control at the 11 remaining signals along Glade Road, Mustang Drive and Stone Myers Parkway, essentially addressing all our signal timing needs. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE,TEXAS AUTHORIONG A LOCAL TRANSPORTATION PROJECT ADVANCE FUNDING AGREEMENT AMENDMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION ADDRESSING AMENDED FUNDING PARTICIPATION LEVEL AND AMENDED PROJECT SCOPE FOR SIGNAL RE-TIMING AND DETECTOR REPLACEMENT PROJECT TO ADD AN ADAPTIVE SIGNAL SYSTEM WITHIN THE CITY OF GRAPEVINE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, a Master Agreement between the City of Grapevine and the State was adopted by Resolution No. 2000-60 on November 21, 2000 and the agreement states the general terms and conditions for transportation projects developed through this Local Transportation Project Advance Funding Agreement; and WHEREAS, the Texas Transportation Commission passed Minute Order 107737 that provides for the development of, and funding for the Traffic Signal Improvements project in the City of Grapevine; and WHEREAS, the Grapevine City Council strongly supports the efforts of the Metropolitan Planning Organization and Texas Department of Transportation in developing a system of highways in cooperation with local governments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are incorporated herein as if copied in their entirety. Section. 2. That the City Council of the City of Grapevine approves entering into this Local Transportation Project Advance Funding Agreement amendment for modifying the cost and scope of the Signal Re-timing and Detector Replacement project to increase the funding and add an adaptive signal system within the City of Grapevine. Section 3. That this resolution shall become effective from and after the date of its passage.
