SUBJECT: ADVANCED FUNDING AGREEMENT AMENDMENT BETWEEN
THE CITY OF GRAPEVINE AND THE TEXAS DEPARTMENT
OF TRANSPORTATION FOR THE ADAPTIVE SIGNAL SYSTEM
RECOMMENDATION:
City Council consider adopting a resolution approving an amendment to an existing
advanced funding agreement between the City of Grapevine and the Texas Department
of Transportation (TXDOT) for implementing an adaptive signal system, and take any
necessary action.
FUNDS:
Funds for the City's match of $38,250 are available in 03 GO Bonds, Acct# 178-78124-
015.
BACKGROUND:
The amendment presented for approval to the Council this evening is the
amendment to the current agreement with TXDOT. The amendment to the
agreement with the State will also include a revised scope- implementing the adaptive
system on 32 State signals and four City signals and re-timing nine State signals and
five City signals. The cost for this portion of the project will be $1,514,834 (federal funds
of$1,211,867, State funding of $264,717 and City match of$38,250).
In the last year, staff became aware of a new traffic adaptive signal system that has
recently come into the market. This new system essentially creates new timing plans in
response to changing traffic patterns. Cameras installed at each signal collect data
constantly and the system uses this information to continually retime the signals.
Through radios installed at each signal, data is passed between adjacent signals to
establish synchronization between the signals. Once the system is configured and
established, it is by and large able to function by itself adapting to changing traffic
patterns.

In light of the benefits of a traffic adaptive system, Staff asked the NCTCOG to combine
the Signal Re-timing and the ATMS projects together to create a single project that will
allow us to install the adaptive system at 41 signals (covering almost all major arterials).
The remaining 17 signals will be re-timed through traditional means. CCTV cameras will
still be installed, although at existing signals minimizing installation and communication
costs. The NCTCOG has agreed to combining the projects and to the change of scope.
Accordingly, the Transportation improvement Program (TIP) and the State
Transportation Improvement Program (STIP) have been amended.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,TEXAS AUTHORIZING A GRANT AGREEMENT WITH
THE COMPTROLLER OF PUBLIC ACCOUNTS ADDRESSING
FUNDING PARTICIPATION LEVEL,PROJECT SCOPE AND TERMS
FOR 'TRAFFIC SIGNAL SYNCHRONIZATION OR REPLACEMENT
CITY OF GRAPEVINE' PROJECT TO ADD AN ADAPTIVE
SIGNAL SYSTEM WITHIN THE CITY OF GRAPEVINE;
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the United States Congress enacted and the President signed the
American Recovery and Reinvestment Act of 2009, Public Law 111-5 (2009) (ARRA) to
promote economic recovery, investment and creation of new jobs and opportunities for
all Americans including Texans in the form of stimulus grant funds for projects that meet
the requirements of both ARRA and Comptroller's SECO programs, funded through the
United States Department of Energy (DOE); and
WHEREAS, the Comptroller of Public Accounts (Comptroller) Stimulus Program
(the "Program") has applied for and the Comptroller has been awarded ARRA funds to
support the Comptroller's State Energy Program for energy efficiency, renewable
energy, energy assurances and other initiatives, which are managed by the State
Energy Conservation Office (SECO); and
WHEREAS, Chapters 403, 447, and 2305, Texas Government Code; 42 U.S.C.
§§ 5321, et seq, and the Act, P.L. 111-5, (2009), authorize the Comptroller and SECO
to consider applications for and award ARRA stimulus funds to local governments,
municipalities, and other governmental organizations to fund approved grant-funded
projects and activities; and
WHEREAS, the Comptroller published a Notice of Availability and Request for
Applications (RFA) for ARRA grant funding in order to make competitive awards of
grants; and
WHEREAS, the City of Grapevine is eligible to receive an award of ARRA grant
funding as a result of the RFA process to be utilized for purposes authorized by ARRA;
and
WHEREAS, the Comptroller wishes to award ARRA grant funding to City of
Grapevine (Grantee) and the Comptroller and the Grantee wish to enter into a Grant
Agreement (the "Agreement"); and
WHEREAS, in consideration of Grantee's compliance with all eligibility and other
requirements of the Program and this Agreement, Comptroller agrees to award ARRA
funds to Grantee on a cost reimbursement basis in an amount not to exceed
$308,000.00; and
Whereas, the foregoing grant amount shall be utilized by Grantee solely for the
purposes of the Program and Comptroller's requirements regarding same, in addition to
requirements as may be provided by Comptroller throughout the term of this
Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true
and correct and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine approves entering
into this Agreement.
Section 3. That this resolution shall become effective from and after the date
of its passage.
