SUBJECT: CONSIDER APPROVAL OF A RESOLUTION TO PURCHASE
TELEPHONE EQUIPMENT THROUGH THE FEDERAL GSA
PROGRAM
RECOMMENDATION:
City Council to consider approval of a resolution to purchase Toshiba telephone
equipment from ICS, Inc. through Schedule 70 of the Federal GSA program in the total
amount of$31,083.95.
FUNDING SOURCE:
Funds are budgeted in account 100-44525-120-1 General Fund/Utilities/General
Administrative Services/Administration .
BACKGROUND:
This procurement will be made through Schedule 70 of the Federal GSA cooperative
purchasing program as allowed by Local Government Code Chapter 271, Subchapter G,
Section 271.103 (a) (b). The Federal General Services Administration has a contract
with Toshiba under contract number GS35F0252T. A copy of the Toshiba compliance
letter is attached for review. Local governments purchasing through this program satisfy
any state law requiring the local government to seek competitive bids for the purchase of
goods or services.
This request is to approve the purchase and installation of Toshiba telephone equipment
for the purpose of upgrading the City's existing voice mail system. The upgrade is part of
the transition over to a Voice Over IP (VOIP) system. With the new system, the City will
add the capability of a fax to desktop feature that allows City Staff to send and receive
faxes from their desktop instead of a fax machine. This allows the City to reduce the
number of physical fax machines and the need to purchase machines in the future as
well as help reduce fax machine maintenance costs.
ICS, Inc. is the City's current vendor for telephone services and is also an authorized
Toshiba Federal GSA Contractor. The City will save $4,901.07 over normal retail pricing
by utilizing the GSA contract.
Staff recommends approval to purchase the Toshiba telephone equipment from ICS,
Inc. in the amount of$31,083.95.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF TELEPHNE
EQUIPMENT AND AUTHORIZING THE CITY MANAGER OR
THE MANAGER'S DESIGNEE TO EXECUTE SAID
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is in need of purchasing telephone
equipment to upgrade the City's existing voice mail system; and
WHEREAS,the Federal General Administrative Services has established a contract
with Toshiba Corporation for this equipment; and
WHEREAS, ICS, Inc. has been authorized by Toshiba as a re-seller of the
equipment under the Federal General Services Administration Contract; and
WHEREAS, The City of Grapevine,Texas is authorized by Local Government Code
Chapter 271, Subchapter(3, Section 271.103 (a) (b)to utilize Federal supply schedules of
the United States General Services Administration to the extent permitted by federal law;
and
WHEREAS, the United States General Services Administration has approved local
governments to utilize schedule 70 of the Federal supply schedules.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the Toshiba telephone equipment from ICS, Inc. under GSA contract number
GS35FO252T and authorizes the expenditure of the budgeted-amount of $31,083.95.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of these services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
