SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
BRICKS FOR THE MAIN STREET GAZEBO PEDESTRIAN
ENHANCEMENT PROJECT
RECOMMENDATION:
City Council-to consider approval of a resolution to purchase 16,560 bricks as a sole
source from Acme Brick Company in a total amount not to exceed $17,438.00.

BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A).
This request is to approve a resolution to declare Acme Brick Company as a sole source
for the procurement of 16,560 bricks to be used for the Main Street Gazebo Pedestrian
Enhancement Project.
The Main Street Gazebo walkway bordering Main Street and circling the gazebo structure
is experiencing significant settlement and drainage issues. Staff is proposing
• to;remove the existing 1980s style pavers within the walkways;
• grade the site to maintain surface drainage and eliminate the current ponding
problems;
• reconstruct the subgrade with a more stable base; and
• install: period appropriate (1890-1910) historic style bricks and border similar in
appearance with the crosswalks recently constructed along Main Street.
This project will provide a more pedestrian friendly, accessible environment with an historic
feel to:complement the Main Street Pedestrian Enhancement Project nearing completion.
The brick selected is a Rumbled Full Range brick produced by Pine Hall Brick Company
and distributed by Acme Brick Company. Acme Brick Company is the exclusive sole
source dealer for Pine Hall pavers. A copy of the sole source letter is attached for review.
The brick walks are only one component of the construction planned for the Gazebo area
before 2010 Main Street Days. Once the walkways are reconstructed, lighting, irrigation
and landscape work will take place to reestablish the entire area.
Staff recommends approval of the resolution to declare Acme Brick Company the sole
source supplier for the brick and to purchase the bricks from Acme Brick Company in the
total amount of$17,438.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE ACME
BRICK COMPANY A SOLE SOURCE PROVIDER FOR
RUMBLED FULL RANGE PEDISTRIAN BRICK PAVERS AND
PURCHASE THE BRICK FROM ACME BRICK COMPANY
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas, and
WHEREAS, Acme Brick Company is the exclusive sole source supplier for the
Rumbled Full Range brick; and
WHEREAS, the City of Grapevine, Texas, has selected the Rumbled Full Range
pedestrian brick paver for the Main Street Pedestrian Gazebo Enhancement Project and
wishes to purchase 16,560 bricks to complete the project.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the Rumbled Full Range pedestrian brick paver as a sole source from Acme Brick
Company and authorizes the expenditure of$17,438.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase the above stated bricks from Acme Brick Company.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 16th day of February, 2010.
