TRIPLETT, JR PLANNER II DEVELOPMENT SERVICES TO: SITE PLAN REVIEW COMMITTEE MEMBERS DATE: JUNE 5, 2019 SUBJECT: CONDITIONAL USE REQUEST CU19-18, LOT C, BLOCK 15, CITY OF GRAPEVINE RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Permit CU15-18 (Ord. 2015-28) approved at the June 16, 2015 meeting to allow for a winery with on- and off -premise consumption of alcoholic beverages (wine only), specifically to allow outside dining, and take any other action necessary. BACKGROUND INFORMATION Wine Fusion Winery was originally established with the approval of Conditional Use Permit CU15-18 by the City Council at the June 16, 2015 meeting to allow for the possession, storage, retail sales, and on- and off -premise consumption of alcoholic beverages (wine only) in conjunction with a 2,029 square foot winery. The winery is located in suite #304 of the Westwood Centre development. With this request the applicant proposes to add six outdoor seats adjacent to South Main Street at the front entrance. The revised seating layout will accommodate 22 patrons; 16 -seats indoors and six outdoor seats. Required parking is 25 -spaces; 82 - parking spaces are provided. The applicant will maintain a minimum of four (4') feet between the curb and tables and chairs. No additional changes are proposed to the subject site. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU14-23 (Ord. 2014-28) approved at the June 17, 050119 1 SITE PLAN REVIEW COMMITTEE MAY 8, 2019 2014 to allow a theatrical center and classroom, specifically to expand the existing space an additional 1,400 square feet. After a brief discussion, Larry Oliver to approve conditional use application CU19-12. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None CONDITIONAL USE APPLICATION CU19-14 — CHICK-FIL-A Next for the Committee to consider was conditional use application CU19-14 for property located at 2255 East Grapevine Mills Circle1631 West Northwest Highway and platted as Lot 1, Block 5, Grapevine Mills. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU97-63 (Ord. 1997-129) approved at the November 18, 1997 meeting for a planned commercial center in excess of 1,000,000 square feet of gross leasable space, specifically to expand the building footprint and revise the building elevations. After a brief discussion, Darlene Freed to approve conditional use application CU19-14.
