SUBJECT: MAIN STREET OUTDOOR ADVENTURE EXTENSION (Beginning in 2011) RECOMMENDATION: That the City Council consider a resolution extending Main Street Outdoor Adventure to four days for 2011 with a format similar to GrapeFest hours of 10 AM to 10:30 PM Thursday, 10 AM to 11:30 PM Friday, 10 AM to 11:30 PM Saturday, and 11 AM to 6 PM Sunday on a permanent basis. Staff recommends approval. BACKGROUND: The following are reasons the staff supports going to a 4 day event: • allows for additional Five radio broadcasts on the ground, Thursday and Friday • additional hours would increase the total festival hours to 46 rather than 35 • expansion to four days made GrapeFest more attractive to sponsors and advertisers • allows us to increase attendance without increased congestion • allows for increased opportunities for tour packaging and generating additional hotel room nights • increases fundraising opportunities for our civic and service groups • offers more exposure to foot traffic for businesses during their normal hours • adds three additional meal time opportunities for vendors and historic district restaurants • increases cross-marketing opportunities for merchants • opportunities for increased imaging and national media coverage • allows for a more cost efficient utilization of temporary festival infrastructure • Thursday could be perceived as Grapevine citizens' opportunity to attend without the weekend crowds This expansion of Main Street Outdoor Adventure hours to a permanent four-day festival starting in 2011 and the extension of hours was presented at the February 18, 2010 meeting of the Grapevine Convention & Visitors Bureau Board of Directors and unanimously recommended to the City Council for approval. February 2G,2010 RESOLUTION NO. i A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ENDORSING THE EXTENSION OF THE MAIN STREET OUTDOOR ADVENTURE FESTIVAL TO A FOUR-DAY FESTIVAL, THURSDAY THROUGH SUNDAY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Grapevine City Council believes festivals play an important part in maintaining the City's heritage and sense of community; and WHEREAS, the proceeds of the festivals contribute to the preservation of the City's Heritage; and WHEREAS, the City Manager and the Convention & Visitors Bureau Board of Directors have recommended that the City Council vote to extend the festival hours; and WHEREAS, such extension would allow for more cost efficient utilization of temporary festival infrastructure, accommodate increased attendance without increased congestion and afford increased opportunities for tour packaging and additional hotel room nights; and WHEREAS, such extension allows for three additional meal time opportunities for vendors and historic district restaurants, allows for increased cross marketing opportunities for merchants, and allows for more exposure to foot traffic for downtown merchants during their normal business hours; and WHEREAS, such extension would facilitate increased sponsorship and advertising opportunities as well as imaging and national media opportunities thus allowing for increased fundraising opportunities for civic and service groups as well as the Palace Theatre Debt Retirement and other preservation projects. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and incorporated herein as if copied in their entirety. Section 2. That the 2011 Main Street Outdoor Adventure festival hours be extended to: Thursday 10:00 AM - 10:30 PM Friday 10:00 AM - 11:30 PM Saturday 10:00 AM - 11:30 PM Sunday 11:00 AM - 6:00 PM Section 3. That this resolution is effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of March, 2010.
