HomeMy WebLinkAboutItem 09 - Hilton Force Main Realignment ITEM # q MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 6, 2010 SUBJECT: HILTON FORCE MAIN REALIGNMENT AWARD OF CONTRACT RECOMMENDATION: City Council consider awarding the Hilton Force Main Realignment Contract, Base Bid plus Alternate# 1,to CPS—Concrete Paver Systems in an amount of$480,912.00, authorizing City Manager to execute said contract, and take any necessary action. FUNDING SOURCE: Funds are available in the following Utility Bond Fund Balances: '95 200-48940-534-1-000006 SW '96 200-48940-534-2-000003 SW `97 200-48940-534-3-000004 SW 199 200-48940-534-5-000007 SW 101 200-48940-534-7-000007 SW BACKGROUND INFORMATION: The Hilton Lift Station lies immediately south of Fellowship Church on State Highway 121 and serves the northeast area of the city. The Hilton Force Main extends from the lift station south to Bass Pro Drive and then west along Bass Pro Drive to State Highway 26. The south leg of the force main route crosses beneath Cottonwood Branch over an extended length due to the creek alignment. We have experienced two major leaks in the force main in the creek crossing area in the past 3-1/2 years. These leaks, with their close proximity to the creek channel, spread downstream into Coppell but were not discovered until odors and other evidence of the leak reached the Coppell park complexes approximately 8,000 feet downstream. Ready access to the area is limited and response time to repair leaks in this area is slow. Staff has engaged GSWW, Inc. to design a re-route of the line from the lift station to Bass Pro Drive utilizing street right-of-way that did not exist when the line was constructed. The line was originally designed and constructed along property lines and in the vicinity of Cottonwood Branch to limit its route's impact on future developable property in the area. Way and Fellowship Way have been constructed in the area and now a route providing much improved access to the line is available to us. This reroute will improve our ability to identify problems with the line and access them. The project bid proposal included a base bid and two alternate bids. The base bid abandons the old force main by plugging each end. Alternate one keeps the"abandoned" portion of the Hilton Force in service as a backup where the old line will be closed off with a valve at each end but remains available as an emergency bypass if needed. CPS—Concrete Paver Systems was the second low bidder for the base bid and alternate #1 at $480,912.00. The low bidder, Atkins Brothers delivered a Notice of Rescission withdrawing their bid due to errors amounting to $60,000.00. We received 12 bids.
