SUBJECT: APPROVAL OF A CONTRACT FOR PHASE II IMPROVEMENTS
AT THE VINEYARDS CAMPGROUND AND APPROVAL TO
REJECT ALL BIDS RECEIVED FOR THE GATE HOUSE
RENOVATION AT THE VINEYARDS CAMPGROUND
RECOMMENDATION:
City Council to consider approval to reject the lowest overall bid of North Texas Contracting
and establish a contract with the best qualified bid from Cooper General Contractors for
Phase II Improvements at The Vineyards Campground in the total amount of
$1,422,276.00 and approval to reject all bids received for renovation of the Gate House at
The Vineyards Campground.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B,
Section 252.021 (a) and Section 252.041 (a). Both bids were advertised in the Fort Worth
Star Telegram on March 21, 2010, March 28, 2010 and April 4, 2010. Bids were issued to
17 contractors on The Vineyards Improvements with eight vendors responding and 13
contractors on the Gate House renovations with two contractors responding. The bid
tabulations for both bids are attached for review.
Staff solicited bids for the Renovation of The Vineyards Gatehouse located at 1501 N.
Dooley St. The scope of the project was to salvage as much of the existing building and
expand its size, bring the bathroom up to code, construct a cart-port for golf carts, and
finish out the interior. Two bids were received and both were higher than the allocated
budget. Both bids are recommended to be rejected and staff will consider alternatives to
the proposed renovation by either a future change order or by having the improvements
done by city forces.
Staff also solicited bids for utility improvements and expansion of The Vineyards
Campground and Cabins. The scope of the project is to provide a sewer system, water
lines, electrical services, grading, concrete work, stone work, and additional RV sites at the
campground.
Staff recommends accepting the best qualified bid from Cooper General Contractors.. They
met all the qualifications of the bid, are financially solvent, and have acceptable references
for this type of project.
The major element of this improvement project includes the installation of a sewer
collection system to new and existing RV sites. It was designed to be environmentally safe
in the flood zone of the lake, have a long dependable life, and require low maintenance for
the Lake Parks staff.
The proposed grinder pump system offered by the lowest overall bidder, North Texas
Contracting, did not meet the specifications. North Texas Contracting was notified of the
staff's recommendation.
Cooper General Contractors will be ready to begin work after Council's approval and bonds
have been attained. The project is schedule to take five months to construct.
