HomeMy WebLinkAboutItem 14 - DS3 Circuit ITEM MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGERP' MEETING DATE: MAY 18, 2010 SUBJECT: APPROVAL OF THE PURCHASE OF THE MONTHLY RENTAL OF A DS3 CIRCUIT FOR THE CITY NETWORK SYSTEM RECOMMENDATION: City Council to consider approval of the monthly rental of a DS3 Circuit for the City computer network system from Qwest Communications through a contract established by the State of Texas Department of Information Resources in the total annual amount of$45,732.00. FUNDING SOURCE: Funding for this purchase is currently available in account 100-44525-101-2 General Fund/Utilities/Information Technology. BACKGROUND: This purchase will be made in accordance with a contract established through the State of Texas Department of Information Resources (contract # DIR-SDD-833). Contract purchases through DIR are authorized under Texas Government Code, Chapter 2054, Subchapter 2054.0565 (b) that states, "A political subdivision that purchases an item or service using a contract under this section satisfies any other law requiring the political subdivision to seek competitive bids for that item or service" This request is for the purchase of monthly rental charges of a DS3 Circuit line for the City computer network system. The City currently uses a T1 circuit for all incoming and outgoing e-mail as well as for all incoming and outgoing FTP transfers. The T1 circuit was ordered in 1996 and is currently running at 99% utilization for portions of each day. This is causing the e-mail system to be backed up for at least 30 minutes to 1 hour each day. Replacing the T1 circuit with a DS3 circuit will boost the line speed from 1.5 mbps to 45 mbps; therefore, increasing performance to accommodate the City's needs. Staff recommends approval to purchase the monthly rental of the DS3 Circuit through the Texas Department of Information Resources contract with Qwest Communications in the total annual amount of$45,732.00.
