The Building Board of Appeals for the City of Grapevine, met in regular session,
Monday, August 8, 1994, at 6:30 P.M., in the Council Chambers, Room #205, 307
West Dallas Road, Grapevine, Texas with the following members present:
Joe Lipscomb
Chairman
Greg Czapanskiy
Member
Dennis Roberts
Member
Russell Kidd
Member
Catherine Smith
Member
Tim Long
Member
constituting a quorum with member Art Gordon absent. Also present was Council
Representative, Ted Ware and the following City Staff:

CALL TO ORDER

Chairman Joe Lipscomb called the meeting to order at 6:30 P.M.
OATH OF OFFICE
Teresa Wallace administered the Oath of Office to Greg Czapanskiy who was
reappointed and to the new member, Tim Long.
ELECTION OF OFFICERS
The Board voted to re-elect Joe Lipscomb as Chairman. Which prevailed by the
following vote:
Ayes: Lipscomb, Czapanskiy, Roberts, Kidd, Smith
Nays: None
Absent: Art Gordon
NEW BUSINESS
BZA 94-11 LESLEE NELSON-HEIZENRADER
An application was submitted to the Department of Community Development by
Leslee Nelson-Heizenrader for Lots 1-9, and 7R, Labrador Bay Estates.
The Building Inspection Department does not routinely issue permits for sidewalk,
driveways, and other work in the right-of-way. Therefore, Jerry Hodge, Director of
Public Works, was consulted regarding this appeal. Mr. Hodge offered no objection
to the requested variance.
H. T. (Tommy) Hardy explained the case to the Board. Mr. Joe Wright and Leslee
Nelson-Heizenrader were also present to represent the case.
With no one else to speak for or against the request, Greg Czapanskiy made a motion
to close the public hearing. Dennis Roberts seconded the motion which prevailed by
the following vote:
Ayes: Lipscomb, Czapanskiy, Roberts, Kidd, Smith
Nays: None
Absent: Art Gordon
Dennis Roberts then made a motion to approve the variance as requested, Greg
Czapanskiy seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Roberts, Kidd, Smith
Nays: None
Absent: Art Gordon
MINUTES
The Building Board of Appeals considered the minutes of the June 13, 1994, and the
July 12, 1993 meetings. Catherine Smith made a motion to approve the minutes, and
Dennis Roberts seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Roberts, Kidd, Smith
Nays: None
Absent: Art Gordon
ADJOURNMENT
With no further discussion, Russell Kidd made a motion to adjourn the meeting, Greg
Czapanskiy seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Roberts, Kidd, Smith
Nays: None
Absent: Art Gordon
The meeting was adjourned at 6:40 P.M.
